April, 19, 2005 Umar Hanbiev's Speech in the United Nations Chechenpress , the Department of the official information, 17.04.05. Dear Mister President, ladies and gentlemen! I, Umar Hanbiev, the Minister of Health of the Chechen Republic Ichkeria, speak on behalf of the Transnational Radical Party. For the sixth year of the last Russo-Chechen war the situation in the region has become catastrophic. On the background of proceeding of arbitrary executions by the "squadrons of death”, politically motivated captures of hostages, abductions and complete disappearances of peace citizens of Ichkeria, the quantity of the Chechen refugees grows. Today it is possible to speak about 300 thousand refugees, who are practically deprived of elementary human rights, both inside of the country, and out of it. Independent legal organizations, such as "Human Rights Watch", "Memorial", and “The International Helsinki Group”, give figures of the peace people, kidnapped for the last years in the territory of the Chechen Republic Ichkeria: from ... >> full

No signs for rapprochement on South Kuril dispute 19.04.2005, 12.36 TOKYO, April 19 (Itar-Tass) - Despite repeated statements made in Tokyo that it is necessary to build up a bridge between Russia and Japan in a territorial dispute on South Kuril islands Russia does not see Japan taking any steps yet for the rapprochement of its positions on the territorial problem and a peace treaty, Russian ambassador to Japan Alexander Losyukov declared in an interview with Itar-Tass. Recently, vague hints have been made that it is necessary to look for ways of settlement and bridge the gap between the positions of the two countries on the problem, but no concrete proposals have surfaced yet, Losyukov said. One might talk about building bridges only after Japan presents its proposals on paper, Losyukov said. For the time being, the positions outlined by the two sides are diametrically opposite. Russia suggested a settlement on the 1956 pattern ... >> full

Along with the issue of a timeframe for the bases’ withdrawal, disagreement persists over the number of additional [unspecified] pre-conditions, which have been put forward by the Russian side and which are not linked to the process of withdrawal of the bases,” the Georgian Foreign Ministry ... >> full

CAN RUSSIA, EU AGREE ON CHECHNYA? MOSCOW (RIA Novosti political commentator Vladimir Simonov) - Chechnya seems to have ceased to be the apple of discord in Russia-EU relations. In the past, the EU accused Moscow of human rights abuses in Chechnya, while the Kremlin said the EU used double standards, dividing international terrorists into bad (those who threatened the West) and good (those who operated in Chechnya). This useless political dispute has given way now to a serious discussion of what united Europe could do to assist the economic and social reconstruction of Chechnya, which has been damaged by ten years of war. A ranking delegation of the European Commission, led by Mr. Hugues Mingarelli, Director for Eastern Europe, recently examined the problem in Chechnya and two other North Caucasian republics. Their meetings with the local authorities, including President of Chechnya Alu Alkhanov, provided a direct insight into the problem and helped the ... >> full
