It should have been her first official trip since taking office in the wake of the victory of the Orange Revolution. But it was postponed after Russia's state prosecutor warned that she remains on a wanted list relating to claims of fraud in the 1990s. Officially, the trip was delayed as the prime minister was "too busy". She is supposed to be tied up with urgent agricultural matters as it is spring sowing season in Ukraine. Ukraine’s working group found that Russia violated basic provisions of a bilateral agreement on the temporary presence of Russia’s Black Sea Fleet in Ukraine, Dmitry Swistkov, spokesman for the Ukrainian foreign ministry, told reporters on Tuesday. He said the Russian side violated regulations regarding the use of rented land and other property. Plots of land and buildings situated on them were being rented out to other legal entities and individuals, Swistkov claimed. The Russian side is also accused of unauthorized construction, reconstruction and destruction of assets located on rented lands. In addition, some plots of land and other assets are said to be used on a free basis, with environmental regulations being violated. Kiev is particularly concerned about Moscow’s categorical denial to return navigation and hydrographic equipment to ensure shipping security along the Crimean coast, Swistkov said noting that such actions prevented Ukraine from fulfilling its international obligations.
