KREMLIN'S MUSEUMS LAUNCH EXHIBITION IN SAO PAOLO

RIO DE JANEIRO, April 26 (RIA Novosti's Andrei Kurguzov) - Exhibits of the collection of the Moscow Kremlin's museums are to be displayed in the major Latin American megalopolis, Sao Paolo, on Tuesday.

The Kremlin's priceless treasures are to be displayed in Brazil for the first time, Viktor Mirshapko, a Brazilian patron of arts and the exhibition's organizer, told RIA Novosti.

The exhibition will include displays from the Arms Chamber, Diamond Fund and other Kremlin treasuries. It will be held at the Museum of Brazilian Art for two months.

"This is a grandiose event in the relations between our countries," Mirshapko stressed. "Until now, Brazil has never seen such priceless historical displays, among which there will be world-famous Faberge Easter eggs. We are happy the Brazilians will finally be able to give the Russian culture its due."

Ukrainian Prime Minister Yulia Tymoshenko says she cancelled her first official visit to Moscow because she wants Russia to respect her country.

It should have been her first official trip since taking office in the wake of the victory of the Orange Revolution.

But it was postponed after Russia's state prosecutor warned that she remains on a wanted list relating to claims of fraud in the 1990s.

Officially, the trip was delayed as the prime minister was "too busy".

She is supposed to be tied up with urgent agricultural matters as it is spring sowing season in Ukraine.

But speaking to the BBC Radio 4 Today programme, Ms Tymoshenko made it clear she was protesting against "an act of stupidity" by a bureaucrat, and one that she insists must be corrected.

The future status of the Russian language in Ukraine is the cause of public and political debate. The BBC's Helen Fawkes speaks to Russian-speakers who fear discrimination and Ukrainians who are proud of their mother tongue.

It is a difficult lesson for Oleg Tikhomirov.

The teenager is being taught Ukrainian. It is the official language and everyone studies it.

But like all the children in his class in Kiev, Oleg's native language is Russian.

His family is part of the 30% of the country who say that Russian is their mother tongue.

"I think the worst thing is to introduce Ukrainian language using force and to take away choice from people," says Oleg's mother, Irina Tikhomirova.

Russia agreed to remove its Soviet-era military bases in 1999
Russian Foreign Minister Sergey Lavrov has said Russian forces in Georgia could begin withdrawing this year.

He said both sides had agreed on a gradual pull-out but some outstanding issues needed to be resolved.

The announcement followed talks in Moscow with Georgian Foreign Minister Salome Zurabishvili.

The presence of Russian forces in the former Soviet state is a sensitive issue, and previous attempts to resolve it have failed.

"This withdrawal will go in stages," said Mr Lavrov, in comments broadcast on NTV Mir television. "It could start - if we conclude the relevant agreement - as early as this year.

"This concerns military hardware, this also concerns military facilities of the Russian Federation which do not belong to the Russian military bases."

Correspondents say this latest statement appears to signal a significant softening of Moscow's position.

RBC News: Ukraine Complains About Russia’s Fleet In Crimea

 Ukraine’s working group found that Russia violated basic provisions of a bilateral agreement on the temporary presence of Russia’s Black Sea Fleet in Ukraine, Dmitry Swistkov, spokesman for the Ukrainian foreign ministry, told reporters on Tuesday.

He said the Russian side violated regulations regarding the use of rented land and other property. Plots of land and buildings situated on them were being rented out to other legal entities and individuals, Swistkov claimed.

The Russian side is also accused of unauthorized construction, reconstruction and destruction of assets located on rented lands. In addition, some plots of land and other assets are said to be used on a free basis, with environmental regulations being violated.

Kiev is particularly concerned about Moscow’s categorical denial to return navigation and hydrographic equipment to ensure shipping security along the Crimean coast, Swistkov said noting that such actions prevented Ukraine from fulfilling its international obligations.
