Harsh Measures only Strengthen the Insurgency in Dagestan

On March 23, the village of Gubden in Dagestan was completely blockaded by Russian military, police and Federal Security Service (FSB) agents. After that, the servicemen began to search the homes of local residents. Sources in Gubden told the author of this piece that armed representatives of the power structures stormed into homes and subjected them to the total searches.

During this operation, 33 guns including seven pistols, more than 300 rounds of ammunition, seven tanker’s helmets with night vision equipment and two machine-gun belts were seized. Thirty-six people were arrested and brought to the local police station. According to the press service of the republican interior ministry, the police checked the documents and took the fingerprints of all the detainees and released them after interrogating all those detained (Kommersant, March 26).

Introduction 

February 20, 2011 marked the one year anniversary of Magomedsalam Magomedov's tenure as the President of the Republic of Dagestan. In 2010, Dagestan became the most violence-ridden place in the North Caucasus, overtaking Chechnya and Ingushetia. Magomedov inherited a deeply divided republic, plagued by routine insurgent attacks, skirmishes and acute economic underdevelopment. Faced with the challenges of revitalizing the sluggish economy, curbing daily violence and restoring people's trust in the authorities, Magomedov made some laudable attempts at reconciliation and consolidation of the society. However, the sheer number of casualties, lackluster economic indicators and the deteriorating morale of the civilian population attest to Magomedov's inability to tackle the core problems that plunged Dagestan in a virtual state of civil war.

ELIZABETH JACKSON: It is a land of breathless beauty and a violent Islamic insurgency. Dagestan, in the north Caucasus, is now the most dangerous part of Russia. 

It was from there, nearly a year ago, two women set out on a suicide mission to Moscow. They boarded the city's metro with bombs strapped to their bodies and killed dozens. Both were so-called black widows, who had been married to insurgents killed by security forces. 

Our Moscow correspondent Norman Hermant travelled to Dagestan to the hometown of one of the bombers, deep in the mountains. As he explains, it was not an easy trip.

Vienna, February 15 – More than 250 Daghestanis have resigned from the United Russia Party and an equal number of the residents of that North Caucasus republic say they are preparing to do so, a possible indication that the ruling party in the Russian Federation may face more serious challenges in non-Russian portions of the country during the upcoming elections.

The Kavkaz-Uzel.ru news portal yesterday reported that Magomed magomedov, a resident of Shodrod had told its journalists that 254 people had quit United Russia and that an equal number were ready to do so in the near future, remarkably large numbers given the size of that district (www.kavkaz-uzel.ru/articles/181036/).

Two killed in Russia blasts

At least two police officers were killed and about 20 injured in two successive blasts in Russia's restive North Caucasus region, an official said Tuesday.

A female suicide bomber blew herself up near a police station in Gubden village of Dagestan Monday evening, killing one policeman and injuring several, the official said.

A second blast followed when a car, stopped at Gubden checkpoint for inspection by security guards while heading toward the scene of the previous blast, exploded killing one policeman and leaving about 17 people injured.

Terrorist attacks and shootouts with police are common in the troubled North Caucasus republics, especially Dagestan and neighbouring Chechnya and Ingushetia.
