On January 1, the head of the criminal police department of Untsukul district, Magomedrasul Makachev, was gunned down in his own home. Untsukul is an area in the Dagestani mountains that is known for its strong Islamic traditions and formidable, unending fight against government forces (www.kavkaz-uzel.ru, January 1). On December 26, eight insurgents were killed during a massive counterterrorist operation carried out jointly by Interior Ministry and Federal Security Service (FSB) forces in Makhachkala. Twenty-seven-year-old Magomed Sheikhov, who allegedly had the rebel rank of "emir of Makhachkala,” was among the slain militants (www.kavkaz-uzel.ru, December 27, 2010). Two more suspected rebels were killed in Makhachkala in another police operation on January 4 (www.kavkaz-uzel.ru, January 4).

The Daghestan wing of the North Caucasus Islamic insurgency has rejected repeated calls by President Magomedsalam Magomedov to lay down its arms. That rejection calls into question the relevance of the government commission recently created to "help" repentant fighters readapt to civilian life and of the appeal to Russian President Dmitry Medvedev adopted last month at a Congress of Peoples of Daghestan to declare an amnesty for fighters who surrender.
The insurgents' position was outlined in a 15-minute video address by Abdulmumin Abdulmuminov, former imam of an unregistered mosque in the northern Kizlyar region, who joined the insurgency in August and was killed in a counterterror operation in Kizlyar on November 27. Four Dagestan 'militants' die in Russia police siege
The second police siege in as many days in the North Caucasus republic of Dagestan has left four gunmen dead, Russian anti-terrorist officials say.
Three police officers were wounded when the gunmen tried to escape from a house in Khasavyurt where they were trapped on Wednesday morning.
Two of those killed were on a wanted list, suspected of murder and robbery.
On Tuesday, police said they had killed two gunmen in the capital, Makhachkala, after they refused to surrender.
In another development, a policeman was shot dead on Tuesday evening in Makhachkala.
Islamist separatists in Dagestan, which borders Chechnya, have been fighting the Moscow-backed authorities for years.
In Khasavyurt, the suspects rejected calls to surrender and tried to escape the police cordon, firing a grenade-launcher, Russia's National Anti-Terrorist Committee (NAK) told Russian media.

Head of Criminal Search of Untsukul ROVD shot dead in Dagestan

On the New Year night, an identified person shot dead from automatic firearms the Acting Head of the Criminal Search of the Untsukul ROVD (District Interior Division) of Dagestan.
"At about 2:00 a.m. Moscow time on January 1, an unidentified criminal opened fire at Magomedrasul Makachev, Acting Head of the Criminal Search of the Untsukul ROVD, who was in his house at that moment," said a source from the ROVD.
The militiaman received eight wounds and died in place, the RIA "Novosti" reports.
The circumstances of the murder are cleared out. Mr Makachev's professional activities are regarded as the main motive of the murder, the "Interfax" reports.
A food store in Khasavyurt was destroyed as a result of an explosion of an unidentified explosive device. There are no victims.
"At 0:40 Moscow time a powerful explosive device was activated at the entrance of a food store in Khasavyurt, as a result the building was practically fully destroyed", an official of the Municipal Department of Interior Affairs said.
There were no victims or injured persons as a result of the explosion, an operative investigation group is working in the scene of the incident, RIA "Novosti" reports.
The explosion has also damaged several power transmission lines near the store.
Our source said that it had been already the third attempt of gangsters' assault at the food store for the recent period. Search of the persons who have committed this crime is going on, "Interfax" reports.
