Has the world’s most destroyed city recovered?

The first-time visitor to Grozny has to be reminded that, until recently, the Chechen capital was often called "the most destroyed city on Earth.” Today, Grozny rises out of the plain like the Emerald City of Oz. The famous Associated Press image of a Russian soldier lighting a cigarette from a pile of burning refuse in the middle of a blown-out street seems a world away.

Friday prayers have finished by the time I find myself standing in the forecourt of Grozny’s Akhmad Kadyrov Mosque. Based on Istanbul’s famous Blue Mosque and constructed by Turkish laborers, the Heart of Chechnya, as it’s officially known, opened four years ago and is said to be the largest mosque in Europe. CHECHEN REFUGEES MUST STAY PUT!

Dear Friends: If you are a Chechen Refugee and you have obtained Asylum,
Refugee Status or Legal Residence in another State you must stay put and
not travel to another country. The Russian Government has put out
Interpol Red Alert Arrest Warrants on as many of you as possible. I am
even on the one for Ilyas Akhmadov. There will then be very little
anyone can do for you to prevent your
extradition/deportation/rendition/surrender to Russia where you will be
tortured and murdered. So do not travel anywhere until there is a
peaceful resolution of this dispute!

I would also appreciate it if someone would be so kind as to translate
this message into Russian and circulate it as widely as possible among
the Chechen Diaspora.

Ok. Azerbaijan is a party to the European Convention on Human Rights
since 2002. You have already circulated to the list my Memorandum with
all of the legal arguments against extradition of Chechen Refugees by
ECHR States to Russia. His lawyer must file an Emergency Request with
the European Court of Human Rights for a provisional order of protection
against Azerbaijan to prevent his extradition pending their review of
his legal arguments. Amnesty International Headquarters in London should
be open now. His lawyer should request that they issue an Urgent Action
on his behalf because of the dire threat to his life. I should be in my
office in about 2 hours if his lawyer wants to give me a call. Just
waking up here.
