Urgent Appeal from the Council of Chechen Refugees in Azerbaijan

Our editorial staff has received an e-mail about an extradition threat against a
Chechen prisoner in Azerbaijan.

Here is the statement:

The Council of Chechen Refugees in Azerbaijan appeals to all humanitarian
organizations and people of goodwill.

We received an alert about Abdulla Magomedovich Abdulkerimov, a Chechen prisoner
who is serving time in a prison in Azerbaijan. Azerbaijani authorities want to
hand him over to the Russian authorities. It is no secret how this will end for
Abdulla if he is handed over. "Russian justice” is very well known all around
the world. Russian brutality and the torture of Chechen prisoners has become the
norm inside the Russian Federation.

Abdulla Magomedovich Abdulkerimov is currently serving his sentence in the
Number 2 Prison of the Penitentiary Service of the Ministry of Justice of the
Republic of Azerbaijan. He is waiting to be handed over to the Russian
authorities.

Memorial Report Attributes Improved Security Situation in the North Caucasus to Increase In Russian Troops

On July 22, the Memorial human rights center published a report on the most recent trends and developments in the North Caucasus. The report summarizes events spanning March-May 2011, and covers primarily Dagestan, Ingushetia and Kabardino-Balkaria.  The report notes there was an increase of 6,000 Russian law enforcement and military servicemen in Dagestan and Kabardino-Balkaria in March. Perhaps this was one of the reasons why law enforcement personnel suffered fewer casualties in the spring of 2011 – with 44 killed and 53 wounded, compared to 65 killed and 135 wounded in the same period of 2010 (http://www.kavkaz-uzel.ru/articles/189517/#6).
