On August 23, in the Kabardino-Balkarian Republic (KBR), when a local district militiaman was moving in his car, a powerful explosive was triggered. The militiaman did not suffer; and as reported by a source in the republic's power bodies, the culprits have been established.

As reported today by the United Information Centre (UIC) of law-enforcement bodies of the KBR, yesterday a self-made explosive (SME) was triggered at 2:55 p.m. Moscow time in Elborus settlement, in the roadside of the Elborus-Tyrnyauz highway, some 100 meters off the apartment houses.

Temporarily acting chairman of the government of Kabardino-Balkaria Alexander Merkulov was appointed, as the government of the republic was sent in resignation.

The press-service of the head of the republic on August, 21st informed that.

Earlier Merkulov held the post of the main federal inspector of the apparatus of the plenipotentiary of the president of Russian Federation in the Southern Federal district on Volgograd region, and before it since November, 2006 till December, 2008 - in the Kabardino-Balkarian republic. Before his work in KBR since June, 11th, 2005 there he had been the chairman of the government of Republic of Northern Ossetia-Alania.

On the eve the KBR president Arsen Kanokov had accepted resignation of the chairman of the government of the republic Andrey Yarin in connection with his promotion to some other work. NGOs Orchestrate Grandiose Show Of Suppport For KBR President

NGOs in the Kabardino-Balkaria Republic (KBR) convened a meeting in Nalchik on August 6 under the slogan "For peace, for concord, for unity," at which speakers proceeded to demonize the republic's Balkar minority for allegedly seeking to destabilize the political situation. At the same time, participants praised KBR President Arsen Kanokov's success in galvanizing the republic's stagnating economy, and called on the republic's 900,000-plus population to close ranks in his support.

The meeting, which was reportedly attended by several thousand people, was clearly intended as a riposte to one convened 10 days early by the Balkar community of the KBR to protest years of perceived discrimination.
