Statement of Kabardino-Balkarian regional public movement "Circassian Congress” at the Extreme congress of Circassian people of KCR

The Kabardino-Balkarian regional public movement "Circassian Congress” expresses its support of the resolution adopted at the Extreme congress of Circassian people on June, 5th, 2010 about restoration of Circassian Autonomous area in the status of republic in the structure of Russian Federation.

Division of Karachaevo-Circassia into Circassia and Karachai is the only way-out from the impasse which had arisen in KCR. Dynamics of development of the situation from the moment of division of Karachaevo-Circassian Autonomous area from the structure of Stavropol Territory testifies that for the objective reasons existence of united Karachaevo-Circassian Republic is impossible.

Till 1957 Circassian and Karachaevskaya autonomous areas had existed separately. Any preconditions to their association did not appear. In 1943 Karachaevskaya autonomous area was liquidated in connection with eviction of all the Karachais to Kazakhstan and the Central Asia.

Transformation of Circassian Autonomous area into Karachaevo-Circassian autonomous area in 1957 took place without taking into account the opinion of the population of Circassian autonomous area.

The Law of Russian Federation on rehabilitation of the repressed people, adopted in 1991, demands restoration of the national-territorial formations existed at the moment of deportation of the repressed peoples. It also demands restoration of Karachaevskaya autonomous area, which automatically restores Circassian autonomous area.

In due time even related Chechen and Ingush peoples expressed the will to form independent autonomies in spite of the fact that at the moment of deportation there had been the one Checheno-Ingush Autonomous Soviet Socialist Republic. Nevertheless, the will of Chechen and Ingush peoples was implemented.

Aggravation of the situation is possible in case of continuation of attempts for preservation of the united Karachaevo-Circassia, instead of in case of the ripened for a long time natural division of Karachaevo-Circassia into Circassia and Karachai.

Only restoration of Circassian Autonomous area in the status of republic can stabilize the political situation in Northwest Caucasus.
