Arsen Kanokov: "The year of 2010" must become watershed

The President of KBR Arsen Kanokov believes we can hardly hope to recover from recession in the nearest future. The year of 2010 can become a watershed one for the Russian economy. The head of the republic said about it speaking at the meeting of the members of the Association "The Council of Municipal Offices of KBR". According to the president while assessing perspectives of recovering from the recession the majority of experts who participated in St. Petersburg International Economic Forum are of the same opinion.

The delegation of KBR headed by Arsen Kanokov also visited St. Petersburg. "Participation in the Forum was interesting and useful. I advise that all ministers and heads of municipal governments study the papers of the Forum to understand the situation better and to know what to do".

Kabardino-Balkaria had prepared for the crisis beforehand and it helped to avoid obvious crisis manifestations. "We were right when we accepted a pessimistic variant of the budget. Having done that we managed to avoid notable increase of unemployment, to optimize expanses and ensure implementation of social programmes in full. At the same time we do not think the situation will improve by itself. That is why we firmly keep to the economical strategy within the framework of our crisis management policy. It includes measures on address aid to the main enterprises, crating additional jobs, supporting small businesses by backing crediting rates, providing credit state guarantees and reducing tax burden", - the head of the republic said. Arsen Kanokov also marked the government of the republic will keep to the policy of firm optimization, "it doesn't mean at all though that social programmes will be reduced. On the contrary, their financing will be increased. Mainly it refers to the programmes of social development of the republic's villages'" - he emphasized. According to the President's opinion local authorities must make thoroughly considered decisions in theses conditions. These decisions must be aimed at strengthening stability of the economy.

Despite the crisis the republican budget grew up to 5 % by the end of the first quarter. It is not a very serious growth but it proves that we move in the right direction. We hope for the 20 % growth of the budget by the end of the year. Considering certain finance success we look optimistically into the future and we are not going to slack off even in the present economic situation. The main remedy for the crisis is an effective mobilization of the team" - the President said.
