On May 31, police in Kabardino-Balkaria reported that they prevented an attempt to assassinate the president of the republic, Arsen Kanokov. According to a police source, two roadside bombs, the biggest of them containing five kilograms of TNT, were placed at the entrance to the city of Tyrnyauz on May 26. Kanokov had been expected to visit this Balkar-populated area in the mountains of the republic that day, but the visit was subsequently cancelled (www.kavkaz-uzel.ru, May 31).

Moscow Kills Rebel Leaders in Kabardino-Balkaria, but was it a Mortal Blow?

April was an extremely successful month for the Russian security forces in the North Caucasus, following the liquidation of Israpil Validzhanov, the leader of the Dagestani jamaat on April 18, and of Emir Mukhannad, a well-known Arab volunteer in the ranks of the Chechen armed resistance movement, on April 23, and the virtual decapitation of the leadership of the Kabardino-Balkaria jamaat at the end of the month.

 

The most recent series of attacks began on the night of April 29 when a group of armed men was spotted in a private home in a residential district near the village of Progress on the border between the Stavropol region and the Kabardino-Balkaria Republic. In the ensuing firefight, which lasted several hours, everyone in the house was killed – in total, eight men and two women(www.regnum.ru/news/kavkaz/1400277.html). Among the bodies identified were some of the leading figures in the ...

Insurgency-related Violence Reported in Kabardino-Balkaria and Dagestan

Russian law-enforcement agencies conducted a special operation today (April 29) in the village of Progress, located on the administrative border between Kabardino-Balkaria and Stavropol Krai. According to the National Anti-Terrorist Committee (NAK), 16 people suspected of involvement with the "armed underground” were killed in the operation. There was no information concerning losses among the security forces. The operation was carried out by personnel of the Interior Ministry branch for the North Caucasus Federal District, who had surrounded a group of alleged rebels in a private home in Progress on April 27. According to the Russian authorities, the battle began after the blockaded militants put up "armed resistance.”
 
Four local rebel leaders were reportedly among the slain militants: Asker Dzhappuev, aka Abdullah, the 40-year-old leader of the militants in Kabardino-Balkaria; Ratmir Shameyev, a 22-year-old resident of Nalchik, ...

Command of United Province of KBK confirms martyrdom of Emir Abdullah

A statement on behalf of the Mujahideen Command of the United Province of Kabarda-Balkaria-Karachai (KBK) says that during an unequal battle in the village Progress the following Mujahideen martyred, Insha'Allah: Governor of the United Province of KBK Abdullah (Asker Dzhappuyev), Emir of the North Eastern Sector Abdul Jabbar (Kazbek Tashu), Emir of the South Western Sector Zakaria (Ratmir Shameyev), Deputy Emir Abdul Jabbar, Abdul Ghafoor (Aslanbek Khamurzov), Tamerlan Dyshekov, Albek Kokarev, Zalim Kunov. 

Mujahid Ruslan Dolov was also ambushed by invaders in the south eastern sector, on the outskirts of the village Black River on Friday. Ruslan martyred, Insha'Allah, in an unequal battle.

Parliamentarians of Kabardino-Balkaria suggested to legitimate snitching on one's close relatives

The Parliament of Kabardino-Balkaria has introduced a law in draft to the State Duma suggesting to cancel the clause of the Criminal code of the Russian Federation according to which a citizen is exempted from liability "for concealment of a crime committed by his of her spouse or close relative not promised beforehand". 

The bill introduced by KBR was referred to the Committee of Civil, Criminal, Arbitration and Procedural Legislation of the State Duma on April, 12. The text of the law in draft and an explanatory note on it were published at the web-site of the lower chamber. 

The bill suggests to remove the note according to which a citizen is exempted from criminal liability for non- snitching on his or her close relatives from clause 316 of the Criminal code of the Russian Federation ("Concealment of crimes").
