"Circassian Congress" is anxious with federal structures’ abolition in Adygeya

"Circassian Congress" expressed anxiety in relation to abolition of some federal state structures in Adygeya and considered that liquidation of those structures was organized contrary to the Russian legislation.

In the letter, addressed to the President of Russia Vladimir Putin, the chairman of the State Duma Boris Gryzlov, the chairman of the Council of Federation Sergey Mironov and the chairman of the Constitutional court Valeriy Zorkin in particular, it was stated about worry concerned reorganization and liquidation in the republic of such federal structures, as the Adygeya customs house, the Management of the Federal service on veterinary and phito-sanitary supervision on Adygeya Republic, the Management of the Federal service on supervision in nature using sphere on Adygeya Republic, the Management of the Federal service on drugs control on Adygeya Republic, and also about the begun liquidation of the Management of the Federal tax service of Russian Federation on Adygeya Republic.

In that letter it was written that the listed structures were liquidated without coordination with the bodies of the state authority of Adygeya Republic that was contrary to the Russian legislation. A part of the services, reorganized and liquidated in the republic, function in the spheres, which the Constitution of Russian Federation (item 72) and Agreement about differentiation of subjects of conducting and powers (item 2) carry to the subjects of joint conducting by Russian Federation and the federative subjects of Russian Federation.

"Adygeya Republic exists as a form of realization of the right on self-determination of the indigenous people - Circassians (Adygs). According to the International pact about economic, social and cultural rights (item 1) Circassians (Adygs) can freely establish their political status and freely provide their economic, social and cultural development. The rights of the indigenous people can not be reserved without corresponding state structures, which the territorial bodies of the federal state bodies of the executive authority act", - it was stated in the official letter.

"Liquidation of the federal bodies in Adygeya Republic pushes it into the unequal situation in comparison to the other subjects of Russian Federation. In our opinion there is an actual pushing Adygeya Republic out from the legal field of Russian Federation. Such approach not only breaks the principle of the federal structure of Russia, but can also destabilize the situation in the whole Northern Caucasus", - it was stated in the letter.

The authors of the reference called to stop liquidation of the federal structures in the territory of Adygeya Republic, to follow strictly the Constitution of Russian Federation, the legal norms and principles of the international law, in which development Russia had taken its active part. The reference was signed by: the chairman of Adygeya republican public movement "Circassian Congress" М. Berzegov, the chairman of the executive committee of the public movement "Adyghe Khase" А. Chirg, and the chairmen of the Kabardino-Balkarian and Karachaevo-Circassian public youth movements Р. Keshev и B. Mahov.
