Nalchik Muslims continually get listed
Nalchik / Agency Caucasus- Even after it became obvious that a violent police chase of Muslims was the sole cause for provoking the outbreak of a youth uprising in the Kabardino-Balkaria capital of Nalchik on October 13, 2005, the republican police have still been keeping lists of Muslims. The Interior Ministry officials said a group of 500 radical Islamists were indexed for future police investigations.  

A series of debates started on July 24 when Acting Chief Police Officer Feliks Efendiyev said at a roundtable meeting in the Kabardino-Balkaria Interior Ministry Office that over 500 radical Islamists as citizens of the Kabardino-Balkaria Republic were catalogued for future police references.

No unlawful action was detected on the part of 170 officially registered organizations, said Feliks.  

Easy to enter, difficult to exit

The police method of cataloguing Muslims received criticism from Hazretali Dzasejev as a representative of the Kabardino-Balkaria Religious Administration for picking up even any regular attendants at mosque to index as a fundamentalist.

“The police stations are located right behind mosques. Anybody coming to a mosque can thus be put on the list of radical Islamists. It is easy to be placed on such police lists; it is, however, quite difficult to have your name removed from the list.”

Efendiyev accused Dzasejev of exaggerating the situation when he said that the lists are only meant as preventative measures, and added: “There are over five thousand faithful Muslims across the country, with only one tenth of them listed officially however. This means that listing is done for a definite purpose.”

There is a recent increase in the number of radical Slavs, said Efendiyev as well.

Also, Anatoli Barsagov, Assistant Criminal Chief Police Officer, blamed human rights organizations and media for making it difficult for the police to fight against terrorism.

Discussion clubs to be launched

Boris Pashtov, head of the Kabardino-Balkaria parliamentarian committee in charge of youth affairs, pointed out in his words to the wrongness of expecting only the police to carry out the entire fighting with radicalism. “Local administrations have to take part in this fighting. Anything that the administration cannot succeed in solving becomes a tool for radicals to take advantage of.”

The committee plans to launch discussion clubs for the youths so that religious matters can easily and comfortably be dealt with.

Plans to launch religious chamber halted

Deputy Kabardino-Balkaria Minister of Education Lidiya Dorokhina spoke of current preparations to employ as many as 200 instructors to teach a selective course on world religions after September this year.

Dorokhino also talked of plans to teach religious sciences at the University of Kabardino-Balkaria as soon as professors to teach at this department become available.
