Saturday, September 13, 2008 Window on Eurasia: Moscow Wants Arctic to Become Russia’s ‘Strategic Resource Base’ Paul Goble Vienna, September 13 – Russia’s National Security Council have declared that “the Arctic must become the basic strategic resource base of Russia,” thus reaffirming Moscow’s intention to claim a large portion of that region as its own economic exclusion zone and setting the stage for heightened conflicts with other countries adjoining the polar region. Yesterday, members of that council met on an island in the Arctic Ocean to discuss how to protect the security and economic interests of the Russian Federation. Among those in attendance were the speakers of the Federation Council and Duma, the director of the FSB, and the ministers of defense, interior, and development, as well as the chief of the Presidential Staff. Death of Ingush editor links to separatism plans PRAGUE, 1 September, Caucasus Times. The late owner of a website critical of the local authorities, Magomed Yevloyev, was about to advocate separation of the Republic of Ingushetia from the Russian Federation. Yevloyev recently consulted some of his friends regarding the alleged ethnic cleansing in Russia, the Prague-based website which specializes in covering news from the Caucasus region quoted an anonymous journalist in Ingushetia as saying on 31 August. The day before his killing he spoke with his friends on the most effective ways of addressing the international community and reporting that Ingushetia and the Ingush cannot survive and remain under Russia and that ethnic cleansing is under way in Ingushetia. Journalist Fatima Tlisova says that the Ingush authorities carried out the killing of Yevloyev "with obvious permission of the federal authorities". Wednesday, September 17, 2008 Window on Eurasia: Moscow’s Effort to Present Itself as Defender of Crimean Tatars Falls Flat Paul Goble Vienna, September 17 – Last week, Russian news portals and blogs featured reports that a group of the Crimean Tatars had called on Russian President Dmitry Medvedev and Tatarstan President Mintimir Shaimiyev to defend their nation’s rights against Ukraine’s “unceasing genocide,” a story that some Western media outlets picked up from Russian media reports. But yesterday, the Crimean Tatar party that supposedly wrote and distributed this appeal said that it had not done so, pointing out that the individual member of the group that had taken this step was not authorized to do so and would be subject to discipline, a denial that so far has appeared only on the Crimea-L discussion list.
