NALCHIK, Russia The bodies of 89 men, wrapped in black bags, are laid out in two refrigerated railroad cars at a militia post on the edge of town. The authorities refuse to return them to relatives for burial because of a law that is worsening the climate of anger and distrust that led to the deaths of these men in the first place.
 
"What kind of terrorist is he?" Yekaterina Sabanchiyeva asked about her only son, Murat. He would have turned 21 this week, but he was caught in the violence that swept this city in the Northern Caucasus on Oct. 13, when scores of fighters attacked police and security stations.

CHECHNYA, Ingushetia, Dagestan, North Ossetia and now Kabardino-Balkariya: Once again, one of the republics of Russia’s North Caucasus region — places whose names were once almost unknown in the West — has become the scene of excruciating terrorist violence.

Following a pattern that has become familiar in the region, Islamic militants simultaneously attacked a group of targets last week in the city of Nalchik, capital of Kabardino-Balkariya, including three police stations, the city airport and the regional headquarters of Russia’s interior ministry police. More than 100 people were killed, a previously peaceful city was turned into a war zone and Russian troops were forced to set up a blockade around its periphery.

MOSCOW, Russia (UPI) -- The bloodbath in Nalchik has upset the Russian political elite. In terms of its toll of dead and wounded the attack by numerous Islamic militants is comparable only to the Beslan tragedy in North Ossetia of Sept. 1, 2004. Early comments on what happened on Oct. 13-14 in Kabardino-Balkaria sound gloomy: If militants are continuing massive attacks despite a heavy troop presence in the area, the law enforcement system is either sick or incapacitated. These views are shared by State Duma deputies, including those from the North Caucasian republics, and many political analysts. Here are some of them.

S. Ossetia, Abkhazia 'self-proclaimed' republics - Kokoity

MOSCOW. Oct 4 (Interfax) - South Ossetia, Abkhazia and Transdniestria should be referred as self-proclaimed republics, said South Ossetian President Eduard Kokoity.

"Our unions with Abkhazia and Transdniestria clearly demonstrate that we should cast away such terms as 'unrecognized' republics. We are self-proclaimed republics," Kokoity told a briefing at the Interfax main office on Tuesday.

The celebration of the 15th anniversary of South Ossetia's independence on September 18-20 "clearly demonstrated to everyone, including the Georgian side, that South Ossetia is an established state," he said.

"From the point of view of self-determination, the truth is on our side and we do not doubt our success," he said.

Georgia wants Russia out of Transcaucasia - Kokoity

MOSCOW. Oct 4 (Interfax) - The charges made against Russian peacekeeping forces by Georgia are aimed at driving Russia out of Transcaucasia, said South Ossetian President Eduard Kokoity.

"The greatest aim of Georgia in achieving the withdrawal of the Russian peacekeepers from Abkhazia and South Ossetia is to oust Russia from Transcaucasia," Kokoity told a briefing at the Interfax main office on Tuesday.

"The unfounded charges against the Russian peacekeepers are also aimed at discrediting this unique peacekeeping process," he said.
