That is because the central Russian government’s approach has been based on the principle of divide and rule, of setting one group against another, lest their coming together create a challenge beyond the capacity of the regime to respond without making the kind of concessions it does not want to make. Thursday, August 7, 2008 Window on Eurasia: Moscow Plans to Set Up CIS Support Agency Modeled on USAID Paul Goble Vienna, August 6 – The Russian foreign ministry is pushing for the creation of a special Agency for CIS Affairs to expand Moscow’s influence in the Commonwealth of Independent States (CIS) in much the same way that Washington uses USAID to promote American influence around the world. The new body, as described in Russian media reporting last week, would support “friendly” non-governmental organizations as well as provide financing to “educational, humanitarian and cultural programs” for Russian-language communities in these countries (www.nr2.ru/policy/189000.html). The Imperial War In The Caucasus! The Caucasus Region had always been the center of attention for many colonial, imperial and greedy conquerors, subjugators, and vanquishers. Many imperial powers had always competed and fought against each others’ interests on the soil of the Caucasus; apparently the power-hungry authorities, dictators, and juntas, that always had the aspiration to seize other countries and regions for the desire of capturing the lands and territories of other nations, which automatically caused the misery in life of inhabitants and peoples due to the reality that destiny and fate of tens of nations would be affected for tens and hundreds of years. Monday, August 11, 2008 Window on Eurasia: Moscow Worried Georgian Events May Spark Ethnic Clashes inside Russia Paul Goble Vienna, August 11 – The Russian government agency which oversees the media warned news outlets today not to allow their coverage of Georgian events to include anything likely to exacerbate ethnic or religious tensions, a clear indication that Moscow is worried that the war may spark new clashes between Russian and non-Russian groups within the Russian Federation. This morning, the Federal Service for Supervision of the Media and Mass Communications “in connection with the events in South Ossetia” called on Russian media to “observer the law and no allow the dissemination of materials” likely to spark ethnic or religious clashes (www.interfax-religion.ru/?act=news&div=25973). CAUCASIAN KNOT / NEWS 9/8/2008 Georgian tanks and infantry invade Tskhinvali The infantry of Georgia has entered the capital of South Ossetia, and several Georgian tanks have broken through the defence line and also entered Tskhinvali. South Ossetian fighters show resistance to the invasion. The city is shelled. A spokesman from the Ministry of Defence of South Ossetia has informed the ITAR-TASS that South Ossetian regiments managed to destroy three tanks. According to the RIA "Novosti", which quotes Igor Alborov, Deputy Minister of Defence and Emergencies of South Ossetia, South Ossetian militaries have damaged more than ten Georgian tanks during their attack on Tskhinvali suburbs. Currently, Georgian tanks are also getting ready to attack the city from the southeast of Tskhinvali.
