After a six-week lull, the Chechen capital Grozny has once again experienced another suicide bombing attack. On the evening of June 30, a suicide bomber attempted to enter the Grozny concert hall shortly before a performance. He was stopped, but managed to set off an explosive device. The first reports following the incident said that Ramzan Kadyrov, the Moscow-backed leader of Chechnya, was already inside the hall at the moment, although according to other versions, he arrived there only after the explosive had been detonated in an effort to downplay the importance of the incident (www.chechnya.kavkaz-uzel.ru, July 2). On July 6, Russian Prime Minister, Vladimir Putin, outlined the government’s plans for North Caucasus development at a United Russia party gathering in the Stavropol region (www.kavkaz-uzel.ru, July 6). However, the grandiose future projects that Putin described in his speech were accompanied by much more modest actual government money infusions pledged by United Russia functionaries.

In his lengthy speech, Russia’s prime minister, who is widely assumed by both his own countrymen and foreigners to be still in charge of the country, praised massive plans to build ski resorts in five out of seven of the North Caucasian republics, including the Republic of Adygea, which is formally not part of the North Caucasian Federal District. Vienna, July 12 – Siberia increasingly is to Russia what Russia is to the world, a supplier of raw materials that those who are consuming them take without much thought to what is happening at their source economically or ecologically, a pattern that Siberians find increasingly unacceptable, according to a leading economist in that region.
At an academic conference last week in Ulan-Ude, Viktor Suslov, the deputy director of the Institute of Economics at the Siberian Division of the Russian Academy of Sciences, called for new laws that would require Moscow to pay rent for its exploitation of Siberian resources (www.copah.info/news/mnenie-ekonomista-kakova-sibir-v-rossii-takova-rossiya-v-mire).

Vienna, July 12 – What people call the state in Russia is not "a system of public institutions” as the state is in Western countrie but rather "a mechanism for the enrichment of the powers that be who control the excessively privatized substance called only by mistake is called the Russian Federation,” according to a leading Moscow political scientist.
In an interview posted on Kasparov.ru, Tatyana Vorozheykina, who teaches at the Moscow Higher School of Social and Economic Sciences, argues that the Russian state at the present time is "in fact a private corporation for the servicing of the private interests of a narrow group of people” (www.kasparov.ru/material.php?id=4C35C34EC2C52).

Vienna, July 13 – Few things generated as much anger among Soviet commentators and as much merriment among the West’s anti-anti-communists then the reference in the Congressional Captive Nation Week Resolution, the 61st anniversary of which will be marked this month, than the references to the captive nation of "Cossackia.”
But now, nearly two decades after most but not all of the nations listed in that resolution have achieved their independence, there are growing indications that at least some Cossacks within the borders of the Russian Federation are again thinking about separatism or at least demanding radical autonomy.
In a commentary on the Evrazia.org site today, Andrey Kovalenko says that President Dmitry Medvedev’s policies of "political modernization” threaten to provoke separatism almost everywhere as evidenced by the fact that "even the Cossacks consider it necessary to ...
