Vienna, July 15 – When the Russian government adopted a program several years ago intended to boost the country’s low birthrate, some commentators worried that it would increase that rate among non-Russians where it was already high and do little to raise it among ethnic Russians where the current fertility rate is far below replacement levels.
And while there has been some anecdotal evidence that the “maternal capital” program has led to an increase in the number of births, if not the fertility rate, among ethnic Russians, there are indications the program may be working just as these commentators feared and leading to an increase in both the total number of births and the fertility rate among non-Russians.

Vienna, July 16 – Siberians, angry about the way in which Moscow is exploiting their natural resources, contaminating their environment and leaving them poorer than most of the rest of the Russia, are recalling an event 91 years ago that both Soviet and post-Soviet officials have tried to get the residents of the enormously rich land beyond the Urals to forget.
On July 17, 1919, the Provisional Government of Siberia in Omsk adopted a Declaration of Independence for Siberia. Although that document did not lead to genuine freedom for the region – both the Bolsheviks and their White Russian opponents were against the notion – some Siberians now say that independence through the “decolonization” would benefit them.

Meeting on July 7 in Vladikavkaz, North Ossetia, the leaders of the Terek Cossacks reached agreement on drafting a formal request to the Russian State Duma to revive the 19th-century Terek Oblast. 

Doing so would require amending the current territorial-administrative structure of the Russian Federation to abolish five existing national republics: Terek Cossack Ataman Mikhail Inkavtsov told kavkaz-uzel.ruthat the planned Terek Oblast would encompass Kabardino-Balkaria, Chechnya, Ingushetia, North Ossetia, Daghestan, and part of Stavropol Krai.

The republics of Adygeya and Karachayevo-Cherkessia, he added, are considered part of Kuban. (The Kuban Cossacks have not yet made any analogous territorial claim on those republics.)

NATO should reassure its eastern European members fearful of a possible attack from Russia by drawing up contingency plans to defend Baltic states and staging military exercises there, British lawmakers said on Friday.

 

Some of Russia's neighbours were understandably concerned about possible Russian military action against them following last year's war between Russia and Georgia, Parliament's Defence Committee said in a report.

 

NATO should reassure its east European members through "robust contingency plans that cover the eventuality of attack on Baltic member states and that set out NATO's planned military response", the report said.

Vienna, July 10 – Not only is the Russian bureaucracy now larger than the Soviet one it replaced, but it is more Kafkaesque, with those who must deal with it far less certain about who decides what or even whether there is anyone who can decide anything, according to a leading Moscow social critic.
In an article for the Orthodox portal Stoletie.ru, Boris Kagarlitsky, the director of the Moscow Institute of Globalization and Social Movements, notes that everyone knew “that the Soviet Union was a bureaucratic kingdom,” in which “power belonged to the functionaries” with whom Russians hated to have anything to do.
