According to the published annualreport of the International Committee to Protect Journalists, in one year Russia has moved from 9th to more "honorable" 8th place in the list of countries where crimes against journalists, i.e., a so-called Index of impunity, remain unpunished.

 

On the situation in Russia as far as the murders of journalists by the terrorist gang of of the FSB are concerned, the CPJ report states:

 

  • "Despite recent international pressure and domestic pledges to address impunity, little progress was reported in the last year in winning convictions in journalist murders.

    Russia moved up one spot in this year's index, reflecting three murders committed in 2009. In all, 18 press killings have gone unsolved since 2000. Two of the journalists killed in 2009 worked for a single newspaper, the independent Novaya Gazeta.

Vienna, May 4 – Unlike passports from which the nationality line has been eliminated, the military documents Russian soldiers and officers carry still has such a line, although commanders, as a provision of the 1993 Constitution specifies, are not in a position to demand that anyone declare his nationality.
According to one officer, Lt. Col. Roman Ilyushchenko, the documents of one unit he examined showed that "not more than five to seven percent of the soldiers” expressed "a desire to declare themselves "ethnic Russians,” even though almost all of the non-Russian personnel declared their nationalities (www.russdom.ru/node/2856).

Vienna, April 30 – Faced with a declining number of men in the prime draft age group and increasing resistance even among them, the Russian defense ministry is calling for extending the length of time during which the spring draft will take place, drafting men as old as 30, reducing the number of deferments and bringing to justice those who illegally avoid service.
If these measures are adopted, the Russian military might be able to fill its draft quota this time around but only at the cost of increasing disruptions in the economy and especially in the lives of young men and of worsening public attitudes toward the military, activists and experts warn.

Window on Eurasia: Moscow Returning to Ethnic Quota System for Republic Leaderships

Vienna, April 30 – To stem ethnic unrest in ethnically mixed republics, Moscow is returning to the Soviet-era practice of allocating the top positions in these republics among the largest nationalities in them, a shift that may buy the Russian government time in the short term but one that carries with it serious risks in the longer term.
On Wednesday, Boris Ebzeyev, president of Karachayevo-Cherkessia, accepted the resignation of that republic’s government. But he asked all members of the former government to remain in their posts until a new government is formed and approved – all that is, except the prime minister Vladimir Kayshev whom Ebzeyev had appointed and boosted in the past.
The reason for that exception, Ivan Sukhov writes in yesterday’s "Vremya novostei,” is that Kayshev is an ethnic Greek and that his appointment violated ...
