Moscow sees Chechnya’s Kadyrov as a Silver Bullet for the North Caucasus

“We
have agreed, that we will fight against the militants together,
regardless of which territory they are in,” Chechen President Ramzan
Kadyrov stated on May 17 during a joint press-conference with Ingush
President Yunus-Bek Yevkurov. “I have waited long for this day”
(Interfax, May 17). Kadyrov was visiting Ingushetia for the first time
since Yevkurov replaced his predecessor, Murat Zyazikov, in October
2008.
On May 16, the Chechen, Ingush and federal forces
launched joint operation in the border area between Ingushetia and
Chechnya—an operation that is ongoing. According to Kadyrov, the leader
of the Islamic separatists of the North Caucasus, Dokka Umarov, is

Military Action Underway Across the Northeast Caucasus

For
the first time in recent years, joint military and police operations
targeting fighters of the armed resistance are underway simultaneously
in all three republics of the Northeast Caucasus: Dagestan, the Chechen
Republic and Ingushetia. The operation in Chechnya involves the troops
from the defense ministry and the Federal Security Service (FSB), yet
it is the only place where the action is described as a police-only
maneuver. The reason for the misnomer is Chechen President Ramzan
Kadyrov’s sensitivity to the term “counter-terrorist operation,” which
is commonly used in the region. In Dagestan and Ingushetia, however,
all similar operations are managed specifically by the Anti-Terrorism
Center.
In another development in Chechnya, Kadyrov delivered an

Uzel on May 21 quoted law enforcement officials as saying that a winter
base for Chechen rebels had been destroyed between the settlements of
Neftyanoe and Eshilkhatoi in the mountains of Chechnya’s southeastern
Vedeno district, while another large rebel base was discovered on the
outskirts of the village of Chemulga in Ingushetia’s Sunzha district.
On
May 17, the presidents of Chechnya and Ingushetia, Ramzan Kadyrov and
Yunus-Bek Yevkurov, announced they were jointly launching an operation
aimed to neutralize rebels in their respective republics. The
announcement followed a suicide bombing targeting the building of the

22 – At a time when the opposition in South Ossetia is attempting to
get Moscow more involved in political fights there, many Abkhazians,
especially among the local opposition and in the influential diaspora
in Turkey, are expressing concerns that their republic is being
“swallowed up” by Russians and Russia. Writing in today’s
“Nezavisimaya gazeta,” Yury Simonyan points to the recent declaration
of a group of influential Abkhazians calling for reining in President
Sergey Bagapsh after he ceded to Russian institutions control over
local railroads, the airport, and borders and failed to restrict
Russian land purchases (www.ng.ru/politics/2009-05-22/1_abhazia.html).
Such concessions, the opposition leaders fear, could “convert Abkhazia
into a quasi-state Russian entity” capable of surviving only on

Russia unveils new national security strategy Russia's new national security strategy, an updated version of its 1997 policy, outlines major threats to the country's national security and defines its national interests.
The strategy paper, "a comprehensive and fundamental document" intended to last until 2020, was approved by President Dmitry Medvedev on Tuesday and released by the Kremlin on Wednesday.
NEW SECURITY SITUATION
The new strategy ensures continuity in Russia's national security policy and reflects the country's development priorities and national interests. It also aims to solve security problems that have occurred in the process of development, Medvedev said earlier in a security conference.
Reports about the draft of the paper trace back to 2004, when Igor Ivanov, the Security Council secretary, said the 1997 policy had completed its term and that Russia was facing new challenges and needed new solutions.
