The charges -- which Shota Khizanishvili, the chief of staff of Georgia's Interior Ministry, has dismissed as "primitive provocation" -- echo Georgia's 2006 expulsion of four Russian military intelligence officers accused of spying, and come amid already heightened tensions over Georgia's breakaway region of Abkhazia. Georgia angrily denied the allegation. The claim — cast as evidence that Georgia backs terrorists in Russia — came with relations severely strained by Georgia's drive for NATO membership and Moscow's support for separatists in the former Soviet republic. The tension, centered lately on the breakaway Abkhazia region, has led to fears of military conflict between Russia and Georgia, whose location on a key oil export route makes it a focus of contention between Moscow and the West. Sukhum - President Sergei Bagapsh of Abkhazia's trip on May 20 to Moscow, capital of Russia, to make his first official contact with the newly appointed administration of Russia was cast a shadow over by a claim of Russian daily Kommersant that Bagapsh will have negotiations with Russian officials over a peace agreement with Georgia. <O:P></O:P> Sergei Shamba, Foreign Minister of Abkhazia, rejected Kommersant's claim and said with stress that Bagapsh would be in Russia to have meetings with Russian officials over what to do to improve the relations between his country and Russia. Canada accuses Russia of annexing the Arctic for oil reserves Publication time: 20 May 2008, 09:35 The battle for "ownership" of the polar oil reserves has accelerated with the disclosure that Russia has sent a fleet of nuclear-powered icebreakers into the Arctic, The Daily Telegraph reports. It has reinforced fears of Canada that Moscow intends to annex "unlawfully" a vast portion of the ice-covered Arctic, beneath which scientists believe up to 10 billion tons of gas and oil could be buried. Canada has already doubled its funding for works to study and map the Arctic seabed, in such a way as to reinforce their rights to these territories.
