Tax collectors demand education tax from parents of children who suffered in Beslan

The tax service demands that parents of the children-victims of the Beslan terror act in 2004 should pay taxes on their free-of-charge training at the "Podmoskovny" College in Koralovo founded by Mikhail Khodorkovskiy and financed by YUKOS, as Ella Kesaeva, chair of the "Voice of Beslan", reports.

We remind you that back in last December, the victims of the Beslan terror act started to receive letters from the local tax inspection that they should compensate to the state 13 percent of the training cost of former children-hostages. 

The tax service regarded the money spent to support and train their children as their parents' incomes. The parents are ready to challenge the claims, which make from 50 to 70 thousand roubles per family per year.

Vienna, April 9 – Valery Zorkin, the head of the Russian Constitutional Court, said that governments like Russia’s are justified in using authoritarian measures lest they fall victim to the fate of Germany’s Weimar Republic and be replaced by chaos or totalitarianism of the most awful kind.
In a speech on Tuesday in St. Petersburg, Zorkin also lashed out at those who are now criticizing such authoritarianism in Russia, accusing them of “double standards” because so many of the current critics supported Boris Yeltsin’s equally authoritarian approach in 1993 and otherwise as political necessities (www.kommersant.ru/doc.aspx?DocsID=1152337).

Vienna, April 7 – One of the deepest social and political divides in the Russian Federation is between those who identify themselves as ethnic Russians and believe that country should become a Russia for the Russians and those who define themselves as civic Russians either because they are not ethnically Russian or because they embrace a broader civic vision.
Last Friday in Moscow’s President Hotel, leaders of these two trends met to discuss whether they could “cross the line which divides” them – “extreme nationalism and hatred of ‘aliens,’” on the one hand, and “the withering away of the national identity of Russian [‘russkiye’] citizens” (www.apn.ru/opinions/article21506.htm).

Vienna, April 6 – “Unprecedented” pressure by Russian force structures on traditional Circassian organizations, pressure Moscow officials justify by charging that Circassians support separatism, is having the effect of radicalizing some younger members of that nation who say they can no longer trust Circassian movements that work closely with the Russian authorities.
Efforts by Russian force structures to restrict access to a Circassian forum in Nalchik on Saturday infuriated young people from the countryside who were shut out and said they could “no longer trust the fate of the people to existing social organizations like ‘Adyge Khase’ which ‘work at the direction of the government” rather than reflecting the interests of the people.

Window on Eurasia: Moscow Hopes to Use Russian Diasporas to Influence Other Countries

Vienna, April 5 – Moscow hopes to use all those who trace their ancestry to Russia but who are now living abroad as its allies in its efforts to influence the peoples and governments of the countries in which such “compatriots” are now living, according to a senior Russian foreign ministry official.
Last week, Deputy Foreign Minister Grigory Karasin told the Federation Council’s Council on Questions of Support of Compatriots that Moscow wants to convert “the Russian diaspora into a positive factory of inter-state relations of Russia with foreign countries and [form] a global [non-ethnic] Russian ethno-cultural field” (www.ia-centr.ru/expert/4293/). 
The Russian foreign ministry, he said, seeks “the creation of a firm structure of Russian communities and organizations of compatriots.” To that end, it supported 65 country-specific and seven regional conferences of compatriots in 2007 and 78 ...
