"Regrettably, the head of state does not reckon with the opinion of Ukraine's people and the position of Verkhovnaya Rada /parliament/, where the Communists insist on considering a bill on a non-bloc status of Ukraine," Simonenko underlined. "In effect, due to Yushchenko's policy, Ukraine is now involved in creating the Baltic-Black Sea arc of confrontation, whose purpose is to unite the states - that emerged in the territory of the former USSR - against Russia, divide the Slav space and create a sanitary cordon," he said. From: MSN NicknameEagle_wng (Original Message) Sent: 3/15/2007 9:26 AM Russia Will Delay and Dilute Western Plan for Kosovo — Diplomats 15.03.2007 MosNews According to Western diplomats Russia is determined to delay and dilute, but not necessarily block, a proposal backed by the West for the independence of Serbia’s breakaway Kosovo province, the Reuters news agency reported Thursday. The plan to give the Albanian majority province independence supervised by the European Union should reach the U.N. Security Council in April, eight years since NATO bombed to drive out forces under late Serb leader Slobodan Milosevic. Russia says the solution must be acceptable to its Balkan ally Serbia as well as the 90-percent Albanian majority. But U.N. mediator Martti Ahtisaari on Saturday declared dead the search for Serb-Albanian agreement after 13 months of dialogue. MOSCOW. March 15 (Interfax) - The foreign ministers of the unrecognized republics of Abkhazia, South Ossetia and Transdniestria will convene in Moscow next week, Abkhaz Foreign Minister Sergei Shamba told Interfax on Thursday.
"My colleagues and I will meet in Moscow next week to continue preparations for a tripartite summit," he said.
"This is a regular meeting necessary for specifying details and drafting the summit agenda," he added.
As for Georgian media reports claiming a shooting incident in the Upper Kodori Gorge, Shamba said, "I have said before that Abkhazia has nothing to do with the incident. I am also convinced that insurgent units of the former presidential representative in the Kodori Gorge may grow more active as the spring comes."
"These are internal Georgian disagreements, and we have nothing to do with them," Shamba said. http://www.interfax.ru/e/B/politics/28.html?id_issue=11693646

By Zurab Markhiev in Jeirakh and Bella Ksalova in Arkhyz (CRS No. 380 23-Feb-07) Local people are furious about new restrictions on the movement of people in the mountainous border zone of the North Caucasus. As part of an overall tightening of border controls across Russia, the government is making it harder to gain access to large areas of the country’s southern border in the Caucasus. The director of Russia’s FSB counterintelligence service Nikolai Patrushev issued an order in March 2006 officially making the Jeirakh Gorge in the mountains of Ingushetia part of Russia’s frontier zone. It is a very sensitive issue for the small autonomous republic - the district comprises one quarter of its territory and all Ingush families originate from the ... >> full
