Sergei Kupriyanov, a Gazprom spokesman, said: "If the Ukrainian side does not settle the problem on Monday, Gazprom will have to stop supplies of Russian gas to Ukraine." Gazprom, the world's largest gas producer, supplies a quarter of Europe's gas needs via Ukraine and Belarus. Thus Yuri Baluyevsky, chief of the General Staff of Russia's armed forces, told a Federation Council meeting in mid-November 2007 that "we have already started creating a new program to last until 2020."
