GROZNY, Chechnya - Last week the Chechen capital’s administration announced its decision to perpetuate the memory of Russian paratroopers who in February 2000 were killed in a battle with the units of guerrilla leaders Khattab and Basayev in the mountainous Shatoysky district of Chechnya. MOSCOW. Feb 3 (Interfax) - Russia plans to open military missions in 2008 in countries where there are Russian military graves, a Defense Ministry press release quoted Maj. Gen. Alexander Kirillin, head of the Military Memorial Center of the Russian Armed Forces, as saying.

The plan is based on a decree by President Vladimir Putin to that effect, which was issued a decree on October 1, 2007.

A government directive has been drafted to enforce the decree.

There would be seven such missions altogether - in Romania, Hungary, Germany, Poland, the Czech Republic, China and Lithuania.

Russia has applied to various countries for permission to have its military missions in them, the release said.

SEVEROMORSK. Feb 3 (Interfax-Northwest) - The Russian Navy will be present in all parts of the global ocean where Russia has strategic interests, Russian Navy Commander Admiral Vladimir Vysotsky told journalists in Severomorsk.

While assessing a Northern Fleet strike group's mission in the Atlantic and the Mediterranean, Vysotsky said, "What is important, is that we have indeed appeared [in the global ocean] at a scheduled time, not that we just pushed out."

"We have no capabilities thus far to keep a permanent grouping there. But this does not mean it will not be there," the admiral said.

Russia has been using oil revenues to bolster its military
Russia's President Vladimir Putin says the world is engaged in a new arms race and Nato is failing to accommodate Russia's concerns.

In a state council address, Mr Putin condemned Nato's expansion and the US plan to include Poland and the Czech Republic in a missile defence shield.

"It is already clear that a new phase in the arms race is unfolding in the world," Mr Putin said.

He said other countries were spending far more than Russia on new weapons.

But Russia would always respond to the challenges of a new arms race by developing more hi-tech weaponry, he said.
