Russia to Boost New Weapons Spending — Minister

Russian Deputy Prime Minister and Defense Minister Sergei Ivanov said on Wednesday that 70 percent of next year’s state defense order would be spent on the procurement of new armaments and military hardware, the Interfax news agency reported.

“The state defense order will amount to 237 billion rubles ($8.27 billion) next year, which is nearly 54 billion rubles ($1.88 billion) more than this year. This will allow the spending of 70 percent of the funds on the procurement of new armaments and military hardware or comprehensive upgrades of the hardware currently available in military units,” Ivanov told reporters in Moscow.

He stressed that “next year we are planning to procure as much hardware as is needed to rearm a whole military unit — a battalion, a squadron or a regiment”.

Moscow rejected Tbilisi’s plan of action on peaceful settlement in Georgia’s breakaway province of South Ossetia, Russia’s Foreign Ministry has said. Russia said it rejected the plan as it failed to conform to the ’three-stage’ peace plan voiced by President Saakashvili last September.

“The new initiative of Tbilisi, as it is set forth on paper, did not imply the clearly defined three-stage resolution in the Georgian-Ossetian conflict that was the strong point of the previous plan, voiced by President Mikhail Saakashvili at the 59th session of the United Nations General Assembly in New York. That plan found understanding in South Ossetia as well,” Mikhail Kaminin, the spokesman of the Russian Foreign Ministry said in a statement released Friday.

A court in Batumi, the capital of <NOBR>Georgia</NOBR>’s internal republic of Ajaria, has put the ex-leader of the republic, Aslan Abashidze, on the wanted list. The court granted a request of the Georgian Prosecutor General’s office.

Abashidze is charged with power abuse, exceeding his authority and theft of state property. The ex-leader was accused of having stolen 98 million lari ($47 million), blowing up bridges over the Choloki river, and the organization of illegal armed groups.

Abashidze was removed from office in May 2004 and fled to Moscow where he was welcomed by the mayor, Yuri Luzhkov, a friend of his.

The president of the self-proclaimed republic of South Ossetia, Eduard Kokoity said on Wednesday that “certain people among <NOBR>Georgia’s</NOBR> leadership” were implicated in the 2001 kidnapping of Levan Kaladze — the brother of the A.C. Milan footballer Kakha Kaladze.

The Interfax news agency quoted Kokoity as saying that the South Ossetian Interior Ministry were ready to hand over to their Georgian colleagues information about the kidnapping.

“There is no Ossetian trace in this case, believe me, but there is a trace of certain people among the Georgian leadership who tried to make money out of the famous footballer of whom the whole of Georgia is proud,” Kokoity said.
