RIA Novosti Russia, Britain discuss Zakayev

LONDON, October 5 (RIA Novosti) - The Russian-British summit in London touched on Chechen militant envoy Akhmed Zakayev, wanted by Russia on terrorism charges but granted political asylum in Britain, a Russian parliament member said.
"The goal is to address the fight against terrorism in a common framework," said Konstantin Kosachev, the chairman of the international affairs committee of parliament's lower house.
The committee members said terrorism had no national borders and had to be counteracted.
Britain said it intended to work on its national legislation to proceed against people who get involved in or encourage terrorism outside its borders.

Under the reform, which was drafted by Dmitry Kozak, the presidential envoy to the Southern Federal District, regional leaders will be asked to send to the local legislature the annual budget together with a forecast for social and economic development, an official with the Federal Commission of the North Caucasus said Tuesday. The Russian government plans to allocate 43.5 million rubles, or $1.5 million, in 2006 to inform the nation of the ongoing counter-terrorist campaign in the country and ensure public safety, the State Duma committee for information policy reported Tuesday.
“Those funds have been included in the section ”Culture, Cinematography and Mass Media“ of the draft budget plan for 2006, a committee official told the Interfax news agency.
