LONDON, October 5 (RIA Novosti) - The Russian-British summit in London touched on Chechen militant envoy Akhmed Zakayev, wanted by Russia on terrorism charges but granted political asylum in Britain, a Russian parliament member said.

"The goal is to address the fight against terrorism in a common framework," said Konstantin Kosachev, the chairman of the international affairs committee of parliament's lower house.

The committee members said terrorism had no national borders and had to be counteracted.

Britain said it intended to work on its national legislation to proceed against people who get involved in or encourage terrorism outside its borders.

All provincial leaders will be required to draw up detailed development plans for their regions and stop accepting donations from individuals and companies, according to new details of a Kremlin-backed reform that envisions confiscating powers from leaders who fail to raise living standards.

Under the reform, which was drafted by Dmitry Kozak, the presidential envoy to the Southern Federal District, regional leaders will be asked to send to the local legislature the annual budget together with a forecast for social and economic development, an official with the Federal Commission of the North Caucasus said Tuesday.

The forecast is to consist of at least 30 sections, including estimates of how gross regional output will change during the year, the amount of expected federal subsidies to the regional budget and projected figures for job growth and unemployment, said the official, ...

The Russian government plans to allocate 43.5 million rubles, or $1.5 million, in 2006 to inform the nation of the ongoing counter-terrorist campaign in the country and ensure public safety, the State Duma committee for information policy reported Tuesday.

“Those funds have been included in the section ”Culture, Cinematography and Mass Media“ of the draft budget plan for 2006, a committee official told the Interfax news agency.

The total amount the government is set to spend on the measures envisaged in that section stands at 50.448 billion rubles.

Lawlessness and kidnapping still plague citizens of Russia’s <NOBR>Chechnya</NOBR>, President <NOBR>Vladimir Putin</NOBR> said on Tuesday during a TV show, six years after coming to power on pledges of bringing the region’s criminals to book.

A Chechen woman who said she was one of thousands who had lost their sons to kidnappers asked him in a nationwide phone-in to solve the problem, and he said those responsible would be found and punished.

“This is one of the most serious questions, which have been heard everywhere and all the time in recent years,” Putin was quoted by Reuters as saying.

“It is linked to the impossibility of fully resolving security questions ... We will continue our work to find those missing, and those who are to blame for these crimes.”
