Chisinau Office of Public Prosecutor started criminal proceedings on February 11, 2008 on the fact of “deliberate actions on kindling enmity, national, racial and religious dissention” during a meeting on February 3, 2008 in support of Moldova’s integration into NATO. The announcement was made by the press office of Moldova’s Prosecutor General’s Office on February 12, reports a REGNUM correspondent. They said at the press office that during the meeting, the statements were made, which can be qualified as calls for ethnic discord.
On February 3, according to Deca-press news agency (Moldova), during a meeting to support Moldova’s integration into NATO organized by the Moldovan Journalists’ Union in central Chisinau Constantin Tănase, editor of Timpul newspaper (Chisinau) made the announcement: “The Republic of Moldova must get rid of not only Voronin and the Communists, but of Russians as well.” The statement was apprehended by many politicians and experts as a one directed against Russians living in Moldova. Later, Tănase specified that he had “meant Russia but not ethnic Russians from the Republic of Moldova,” and also said his words were misinterpreted by the “Russian imperialistic propagation.”
According to the Office of the Public Prosecutor, Constantin Tănase and other participants of the meeting made statements “fostering feud and kindling ethnic discord, as well as limiting the rights of Russians in the Republic of Moldova, which is treated as a threat to public security.” According to Article 346 of the Moldovan Criminal Code “Deliberate actions directed at kindling national, racial or religious enmity or discord,” a person found guilty in it faces a fine up to 5000 Moldovan leus ($1 is 11.2 leus — REGNUM) or three years of imprisonment. The investigation is entrusted to be conducted by the Chisinau Office of Public Prosecutor.
