America is interested in stability in the Caucasus
Russia is at the verge of complete disintegration for independent states, each of which will follow its own way, and in political circles of the USA already for a long time it is considered to be a territory with external attributes of a state possessing resources and human capital.
At an active influence of the USA , the Russian empire further will be exposed to the hardest tests. As the most powerful power the United States of America are nowadays interested in the sanction of military-political crises in some states and, first of all, in the suburbs of the Russian empire.
After the announcement by Bush of revision of the "antiterrorist" doctrine, the administration of the USA proceeding from especially national interests, has returned to the reassessment of the role of the military power mechanism of the foreign policy.
At the present stage global interests of the USA and weakness of Russia have resulted to that the USA , try, and not unsuccessfully, to supersede Russia from the Caucasus and the Near-Caspian region. As it is known, the USA have already declared Caucasus to be a zone of their strategic interests, and the western political establishment began to show enhanced attention to the events in the Caucasus , first of all, in the Chechen Republic , though it is not yet a deployment of an open campaign for its protection.
Nevertheless, the actions of the occupational army of Russia in this region already directly coordinate with the expansion intentions, which Moscow has concerning the North Caucasian peoples. "The Caucasian problem" in the USA is considered to be so serious, that in the nearest future officials of the USA will state more clearly the problem of the diplomacy in the Caucasus , and it looks like Russia will be suggested refusing power means of struggle against the Chechen Resistance.
Earlier in Washington they pretended, that they were ready to consider the Russo-Chechen war as an internal affair of Russia , and they were ready to be reconciled with submission of the Chechen Republic in exchange for its consent to recognize Transcaucasia to be a priority zone of interests of the USA and NATO (the summit in Istanbul ). Nowadays it is expected, that in front of Moscow the far-reaching requirement will be put forward - to refuse also the Chechen Republic .
Probably, this actual ultimatum will be arranged with diplomatic fogs, but there is no doubt concerning its true content. Today the Caucasus is a region of peace, destabilization in which threatens interests of the USA , and the Russian president has a small choice here: either Milosevic's destiny, or refusal of the Chechen Republic .
The appearance of "Putin's doctrine" is not casual here. We shall remind, that much earlier, addressing to ambassadors of the Russian Federation in foreign countries, Putin, as a matter of fact, declared, that he would not object to development of the zone of historical interests of Russia in the CIS by other powers.
This application made a lot of noise, and the Kremlin tried to be turned out, approving, that Putin's words were ostensibly pulled out from the context. In this sense, the joint with Russia antiterrorist Center in Georgia , certainly, should be considered to be temporary and covering, so that forcing of Russia out of the Caucasus would not look so obvious.
It is not also excluded, that for the sake of calmness in the zone of the heightened interests, the USA will achieve approving of requirements of the Chechen party from Russia, moreover, through the United Nations the USA can initiate an acknowledgement of independence of the Chechen state, and from the government of the Chechen Republic guarantees of safety at the piece of the Georgian-Chechen frontier will be required.
The decision of the administration of the USA to replace the ambassador in Moscow by diplomat Nicolas Burns can be an indirect acknowledgement of it. The new ambassador of the USA in Russia is considered to be an expert in solving of military-political problems; he has several achievements in expansion of the NATO.
The authorities of Latvia , Lithuania and Estonia awarded him for assistance in supporting of withdrawal of the Soviet armies from these countries. Obviously, the skilled diplomat is demanded for the solving of the problems of stabilization in the Caucasus and decolonization of the Caucasus according to the bloodless Baltic script.
