Ukraine’s working group found that Russia violated basic provisions of a bilateral agreement on the temporary presence of Russia’s Black Sea Fleet in Ukraine, Dmitry Swistkov, spokesman for the Ukrainian foreign ministry, told reporters on Tuesday.
He said the Russian side violated regulations regarding the use of rented land and other property. Plots of land and buildings situated on them were being rented out to other legal entities and individuals, Swistkov claimed.
The Russian side is also accused of unauthorized construction, reconstruction and destruction of assets located on rented lands. In addition, some plots of land and other assets are said to be used on a free basis, with environmental regulations being violated.
Kiev is particularly concerned about Moscow’s categorical denial to return navigation and hydrographic equipment to ensure shipping security along the Crimean coast, Swistkov said noting that such actions prevented Ukraine from fulfilling its international obligations.
After the agreement was signed in 1997, Ukrainian delegations were barred from inspecting the assets rented by the Black Sea Fleet, and the Ukrainian side had many questions to ask, Swistkov added. Kiev accepted the possibility of an early withdrawal of the Black Sea Fleet from Ukraine at Moscow’s initiative, but the presence of the fleet in Crimea after 2017, when the agreement expires, is not under discussion.
