The authorities and opposition movements in the Circassian republics of the northwestern Caucasus have returned to negotiations after a series of protest demonstrations and violent attacks targeting the leaders of Circassian non-governmental organizations (EDM, November 18 and 25, December 3).

On October 30, the parliament of Kabardino-Balkaria (KBR) issued a new law taking around 30,000 hectares of pastures from Circassian villages and giving them to their Balkar neighbors. On November 12, three articles were removed from the KBR as “separatist” laws. On November 17 two non-profit movements, the Circassian Congress (CC) and Khasa, organized a mass demonstration in Nalchik against the new land law, with CC leader Ruslan Keshev declaring: “We are ready for radical actions” (EDM, November 18, 25).

Ibrahim Yagan was the target of hostiles after the attacks that caused serious injuries to Circassian activists, Chest Ruslan and Bora Elberd, in Kabardino-Balkaria Republic. Another Circassian Activist Assaulted, Beaten In Nalchik

Ibragim Yaganov, one of the leaders of the Circassian public organization Khase, was hospitalized on December 5 after being assaulted and severely beaten at the entrance to the organization's office in Nalchik. Five days earlier, Ruslan Keshev, leader of the public organization Adyghe Khase, was the victim of an identical assault. Both Yaganov and Keshev had been insulted and vilified during a televised "Forum of Youth For Inter-Ethnic Harmony" that took place in Nalchik on November 28.

Yaganov said the people who attacked him on December 5 told him, "We are Muslims, not Circassians," and he inferred from that statement that at least some members of the Kabardino-Balkaria Republic police force have joined forces with Muslim radicals against those Circassians perceived as being in opposition to the republic's leadership. Circassians Add To Russia’s North Caucasus Woes

The Circassians are shaping up to be another headache for the Kremlin in the North Caucasus. President Dmitri Medvedev recently described rising violence in the region as Russia’s biggest domestic problem. Not long after that, bombs exploded on the Moscow-St Petersburg Nevsky Express train, killing at least 25 people. Chechen separatist rebels were quick to claim responsibility for the attack.

Thus far, the main areas of violence in the North Caucasus have been Chechnya, Ingushetia and Dagestan, and this will probably remain the case. However, there have been reports recently that the Circassians have been asserting their national aspirations. Just in case you have never heard of them, the Circassians are a North Caucasian people consisting of smaller groups, namely the Kabardins, Cherkess, Adyges, and several others.
