NatPress: Appeal To Forum-Meeting

Appeal to forum-meeting

(the 1-st precautionary action)

Even if to look at the situation at the first sight it will have become obvious that since the moment of creation of Karachaevo-Circassian Republics in 1991 no people of KCR, except for Karachais, had managed to put into practice its national potential properly in our common house. The reasons for that are various; however, without fine details taken into account, it becomes clear that the main reason for that became precisely the nationalistically oriented and thus successfully embodied politics of the Karachai elite:

The infringement of the national interests of Circassians as well as the other peoples of KCR, has come out of all possible frameworks.

For 20 years of residing in common Karachaevo-Circassian Republic, the interethnic discord has only amplified.

Despite of the constantly rotated Karachai elite, the "anti-Circassian" politics took place at all the times of the joint residing of Karachais and Circassians into one republic.

Permissiveness and ...

Window on Eurasia: Medvedev Treats the North Caucasus as a Place Apart from the Rest of Russia, Markedonov Says
Paul Goble

Vienna, November 18 – In his message to the Russian parliament, President Dmitry Medvedev continued “a dangerous trend” by treating the North Caucasus “not as a constituent part of the Russian state and Russian society but rather as a imperial borderland which bothers the center with its problems,” according to a leading Moscow specialist on the region.
In a commentary published in “Gazeta” yesterday, Sergey Markedonov, one of Russia’s most thoughtful commentators on the North Caucasus, points out that both Medvedev’s rhetoric and his proposed solutions to what the president called “the most serious domestic problem” in Russia underscore this distinction (
That approach, the Moscow specialist continues, in part reflects the president’s lack of a “systematic strategy and understanding of the challenges standing before Russia” in this region, a ...

Questia Media America: CIRCASSIA

sərkăshˈēə, historic region, encompassing roughly the area between the Black Sea, the Kuban River, and the Caucasus, now largely theKrasnodar Territory of SE European Russia. The Circassians are a Muslim people, whose Russian name is Cherkess and whose native name is Adygey. They are now officially classified in Russia as three peoples: the Kabards, in the Kabardino-Balkar Republic ; the Circassians or Cherkess, in the Karachay-Cherkess Republic ; and the Adygey, in the Adygey Republic. The term Circassian has sometimes been incorrectly applied to all the mountain peoples of the N Caucasus.

Known in antiquity, they inhabited the western side of the Caucasus and the Crimea and were known to the Greeks as the Zyukhoy. They were Christianized in the 6th cent. a.d. but adopted Islam in the 17th cent. after coming under the rule of the Ottoman Empire. In 1829 the Ottoman Turks were forced to cede Circassia to Russia. At this time the Circassians occupied ...

Moscow Excises “Separatist” Articles from Constitutions of Circassian Republics

Fatima Tlisova

The parliament of the Republic of Kabardino-Balkaria has ratified changes in the republican constitution at the request of the Russian Prosecutor-General. Final agreement was reached on November 10 after prolonged debates followed by two unsuccessful attempts to vote on the issue (Gazeta Yuga, November 12).

The Prosecutor-General asked for the removal of two articles from the constitution of Kabardino-Balkaria. Both of them refer to the status of Kabardino-Balkaria as a sovereign republic in the Russian Federation. Article 4 states that: “The highest authority and the source of the power in Kabardino-Balkaria is the multi-ethnic people of Kabardino-Balkaria.” Article 9 goes on to state that: “The land, natural resources, rivers, forests, flora and fauna of the Republic are the heritage and the foundation of life and work of the people of Kabardino-Balkaria.”

The prosecutorial request had been based on a Russian federal Constitutional Court’s decision stating that the only source of power ...
