Vienna, January 25 – A unified Circassian republic “is no threat” to the territorial integrity of the Russian Federation, a leading Circassian organization says, but Moscow’s maintenance or even exacerbation of Soviet-imposed divisions could well presents the country with serious problems, according to a leading Russian analyst of the North Caucasus.
For most of the last two decades, the Circassians, who were divided by Stalin into four different ethnic groups – the Adygeys, the Kabards, the Cherkess, and the Shapsugs, one which has its own political unit, two of which are combined with another group, and one without such a territory – have called for the formation of a single republic within Russia.

NatPress: Asker Kazbekovich, how can you comment the decree of the president of Russian Federation about creation of the North-Caucasian federal district? Why, in your opinion, it did not include Adygeya Republic, and Krasnodar region?

A.Soht: The purposes of creation of such new federal district are clearly formulated by the president of Russian Federation. They are struggle against terrorism, as well as the economic and social modernization of the whole region. The fact that Adygeya Republic was not included in the outlined by the decree “disaster circle” only inspires me. We should not forget that division of the state into federal districts has nothing common with its territorial structure. Vienna, January 21 – The Adygey Republic government is expanding its effort to reach the five million Circassian compatriots abroad, developing programs that both track with and go beyond what Moscow has been doing over the past decade to reach ethnic Russians living outside the Russian Federation.
In an interview with Natpress.net posted online today, Vyacheslav Zhachemuk, head of the republic committee on nationality affairs, relations with compatriots and mass information, says that reaching out to ethnic diasporas and viewing them as a resource for foreign and domestic affairs “corresponds to world practice” (www.natpress.net/stat.php?id=4864).
