On Friday, December, 25th chairmen of the three Circassian (Adygeyan) social movements signed an appeal to the president of Russian Federation Dmitry Medvedev in occasion of the statements made by the plenipotentiary of the president in the Southern federal district Vladimir Ustinov at the meeting with the members of the Council of Federation on December, 22nd. The appeal was signed by the chairman of the social movement "Adyghe Khasa" of Adygeya Arambiy Hapay, the chairman of the Krasnodar regional social movement "Adyghe Khasa", the deputy of the State Council of Adygeya Azamet Skhaliaho and the chairman of the Public parliament of the Black sea Adygs-Shapsugs Madjid Chachuh.

The appeal concerned the words of V. Ustibov about Circassian public organizations. According to mass-media, at the meeting with the senators the plenipotentiary spoke about the increased terrorist threat in Northern Caucasus, thus having noted (according to "Russian Newspaper") that " oils in fire are add by some national figures who demand to create a new subject of the Federation uniting Adygs, Circassians, Kabardians, Abasins and Shapsugs".

In the statement which IА REGNUM-News received, it is spoken that public organizations, which heads had put under it their signatures, "operate strictly within the limits of the Constitution of Russian Federation, the legislation of Russian Federation and charters of the organizations". They "from the moment of creation in decisions of the congresses, sittings of the councils and the executive committees, as well as the other bodies did not made decisions, appeals, declarations, especially the actions directed against the territorial integrity of Russian Federation, did not state any territorial claims against the next subjects of Russian Federation" (it is quoted with preservation of the stylistics of the original).

An attempt to connect the Circassian public organizations and their leaders with the terrorist underground is named in the document "an ill-intentioned slander and a frank provocation", as well as "a proof of full incompetence and an inconsistency". "Entirely and completely sharing the estimations of the president of Russian Federation, stated in the message to the Federal Assembly of Russian Federation in relation to the situation in Northern Caucasus, we consider that only in the conditions of the active interaction of the governmental bodies and the public triumph of peace, stability and prosperity in the North-Caucasian region is possible," - Circassian public men stated.

Circassians (Adygs) which include Kabardians, Shapsugs and other ethnic groups, live in Russian Federation on the territory of Kabardino-Balkaria, Karachaevo-Circassia, Adygeya, Krasnodar region and other regions. Demands about creation of a united Circassian subject of the federation in the structure of Russian Federation had been formulated at the extraordinary congress of Circassians of Karachaevo-Circassia in November, 2008 and after that they were supported by a number of Circassian organizations.
