ICA Presidential elections passed with rough infringements  

The VIII ICA congress passed on October 3-rd in the building of the state philarmonic society of Adygeya, revealed a huge quantity of internal problems in the environment of Circassian public which during the last 10 years nobody wanted to solve. Adygeyan youth understood that without its active participation the ethnic questions would not be solved, too. Thus, the initiative group of the young patriots had organized the first All-Russia of Circassian youth forum (CYF). During discussion of the basic problems of Circassian people they revealed a tendency of unsatisfactory working of the present Circassian public organizations and, especially, the International Circassian Association which was called to solve the main problems of the people. In that connection the decision to address to the ICA congress with the offer of the Association’s reforming was made.

In Russia, especially through the last years, the tendency of rejuvenation of the participants of public and political processes could be seen. Recently they approved amendments concerned the minimal age of the members of the parliament and other state structures. The year of 2009 had been also declared by President Dmitry Medvedev “the Year of Youth”.

Democratization of the Russian state and creation of new institutes of the civil society takes place with the most active participation of youth. Expecting some understanding of the global processes by the ICA members, the Circassian youth had prepared for participation in the congress and further cooperation with the organization. Having made a step forward, the national youth faced an unreasonable aggression of the supervising persons in the ICA. With the first indicator of such counteraction became unwillingness of the ICA executive committee to give out the youth invitation cards. Further, aggressive statements and blocking of the youth’s offers at the session of the ICA executive committee on October2-nd by some members of the council demonstrated the gravity of the old belief that only they could make any decisions, as the youth should execute them.

Comments on the last ICA congress were given by the co-chairman of the Circassian Youth Forum from KBR Zamir Shuhov:

“With all our respect for the senior generation what we had seen at the ICA congress shocked us. Having made steps to closing of the generations, we did not expect to face a wall of such opposition. After the congress the young delegates analyzed the recent events. During the congress we at the emotional level understood the abnormality of the happened; reading the ICA charter, we were convinced of our correctness. I’d like to sound some examples:

1. All non-delegates are forbidden to be present at the second (elective) part of the congress.

Item 5.2. the ICA Charter says: “… representatives of the state bodies can take part in the work of the congress carrying out the control according to the law, as well as institutions of local government, cultural, educational, research, economic and other organizations - with the right of the deliberative vote”.

Representatives of eight youth public organizations formed our delegation and had the full right to be present during the elections. The executive committee had illegally forbidden our presence during the voting at the congress.

2. The ICA head K.Dzamikhov individually rejected the offers of the youth and several Khasas, as what he had no powers for that. Under the charter offers should pass through the Council and then - be considered at the congress.

3. Looking through the video records of the voting, we noticed that people who were not in the list of the delegates, had mandates in hands and voted. Besides it, for some absent delegates the "others" voted. That is also a direct infringement of the charter and the law.

4. Delegate of Adyghe Khase of KCR Timur Zhuzhuev, expressing the opinion of the whole youth, proposed the nominee of Ibrahim Yaganov for the post of the ICA president. K.Dzamikhov blocked the voting on that question, motivating it with that Yaganov was not a delegate of the congress though any item of the ICA charter does not contain such restriction.

Item 5.10 of the ICA charter says: “President of the ICA is elected by the ICA congress for the period of 3 years and can be elected for new term repeatedly”. This item does not mean that a candidate for the ICA president should be a delegate. That amendment will be brought in the Charter only in 2010.

On the regular basis, the ICA leadership, using the seniority, offended and humiliated the youth with the statements (openly and in hidden (latent) ways), referring to historically developed rule of Khabza: “the Senior is always right”. I suggest them to be defined - weather they live and work according to Khabza, or they live and work according to the Charter. Khabza does not protect those who do not live according to it; and they must not - when it is convenient to them - to refer to their age and to discredit the young. Elders enjoy respect not for the years they’d lived, and for the wisdom they reached for that time. So it has been since the olden days among Circassians - who could not hold a sward in hands and ride, came to Khasa himself and resigned voluntary. Wise seniors when they reach the old age, prepare themselves for replacement in time and leave on rest. To such seniors we always go for an advice. And today places in Khasa for the younger and active some people are ready only after their death.

I had heard some information that some figures from KBR described our youth delegation as a group of extremists, decided to win power in the ICA with weapon in hands. Such characteristic of our patriotic youth caused that shadowing us became the main task of several tens employees of the special services. An opinion was created that the unique variant to not give youth of an opportunity to develop is charging in radicalism and extremism which they use like a scarecrow in any opportunity.

We consider as our duty to inform the public that the ICA presidential elections and the congress passed with gross infringements of the charter and the law. A one, who deceives his own people, is not worthy any respect. Time will show how right we are in our estimations”.
