Nart Matuko: What will ICA congress bring  

Since 2nd till 4th October, 2009 in Maykop the VIII congress of the International Circassian Association (ICА) takes place. Delegates from all the countries of Circassians (Adygs) compact residing will arrive for the action. According to preliminary forecasts there could be nearby 800 visitors. ICA Congress promises to be unique on a lot of attributes.

Great interest to the ICA’s activity was shown by all Circassian (Adygeyan) youth movements and the organizations of Russian Federation. That fact proves to be true with results of the first All-Russia Circassian Youth Forum (CYF), past in Cherkessk on September, 12th. At the forum some decisions related to the ICA’s activity and its structure were adopted.

In the resolution of the CYF it is told: “To our great regret, within the last 9 years the work over the topical ethnic questions was spent unsatisfactorily. Involvement of public figures and statesmen in the work of the ICA braked all the processes started by the best minds of the nation in the 90s. We consider necessary cardinal reforming of this organization and making younger the structure of its executive committee”.

Actually, in the beginning of the 90s the ICA, under ruling of Y.Kalmykov became the locomotive of the national-patriotic movement which protected freedom and independence of Abkhazian republic. Promoting strengthening of Russian statehood, the ICA saved the status of Kabardino-Balkaria as a united subject during the moments of the distemper, protected Circassian society from separatism and did not let radical religious ideas into the youth.

After the raider capture in 2000 by KBR authority of the main institutes of the civil society - the ICA and Adyghe Khasa of КBR - the sociopolitical role of the organizations in the life of Circassian (Adygeyan) population of Northern Caucasus disappeared. Inactivity of Adyghe Khasa of KBR and the ICA under the control of the authority caused the tragedy of October, 13th, 2005 and mass leaving of youth into illegal gangs-formations. The further inactivity can cause more negative consequences.

Proceeding from above the stated, it is considered one of necessary reforms creation at the ICA of a youth wing, with inclusion of its representatives into the executive committee of the organization. In other words, the new generation states that the present structure of the ICA does not manage, such state of affairs does not arrange the national movement, and the youth is going to participate in consistent and lawful way in the work for resolution of the national problems. The worthy leader is necessary for that purpose first of all. At the forum A.Dzharimov's candidature on the post of the ICA president had been offered.

There is also an opinion that the ICA president should be elected this year a representative of foreign Circassian Diaspora. Supporters of the ICA’s activities’ organization abroad consider that in the conditions of developing Russian democracy, reaction of the authorities to the public processes appears to be not always adequate. The authoritative public figure from the Diaspora can achieve more successful and more fruitful results in solving "Circassian question”. In the view of the long-term inactivity of the ICA, a powerful coalition was formed which prepared a number of "heavy-weight" figures from abroad, ready to head the organization.

The Circassian federation of Turkey includes hundreds of rich and influential Adygs, having support among people.

On the other hand, Circassians of Jordan are approached to the palace and enjoy unlimited trust of king Abdullah II.

The Diaspora in the USA though not numerous (about 10 thousand people), is characterized as a progressive and highly-educated part of the political elite of New Jersey and New York. Irrespective of the foreign policy of the United States, Circassians of America are always for the interests of the historical native land.

The largest base on promotion of possible candidates is the Federation of Circassians of Europe, having direct contacts to the members of Euro-Parliament and the United Nations. Any of those groups is ready to promote its candidate and to move the ICA headquarters to their place.

However, the editor-in-chief of the newspaper “Adyghe Psalae” M. Hafitse considers that there is not need to change anything: “The ICA works normally basically. K.Dzamikhov's candidature is coordinate with the head of KBR A.Kanokov who urgently recommended to keep him for the following term. I support him, too. There is no sense to change the habitual course of things”.

His words were added by the main auditor of the ICA, the retired KGB employee A.Kodzokov who declared that in 2000 a private arrangement had been accepted that the ICA should be based in Nalchik for ever. Those secret arrangements and the total control resulted into the above-stated raider capture of the organization.

After such statements, a sensation that the ICA is not a union of public organizations, and a state structure working on personal interests of the head of KBR and his team is created. Such open infringement of the Federal Law “About public associations” committed by civil servants of all the levels caused a wave of discontent in the environment of the Diaspora.

As the Diaspora considers, the whole present structure of the ICA executive committee should be dismissed, the auditor and the operating manager - retired from the posts, and new elections should be led by the legitimate delegates of the nearest congress. As to the ICA president he should be a charismatic, authoritative, skilled and independent person capable to top-level dialogue.

We have only to guess what surprises and "dark horses" would appear at the congress. But one can be confirmed precisely - global changes are coming.
