Window on Eurasia: Financial Crisis May Force Moscow to Delay or Curtail 2010 Census

Vienna, April 24 – Moscow may put off the all-Russian census currently scheduled to take place in October 2010 because of budgetary problems brought on by the financial crisis, although the head of the State Statistical Committee said that preparations would continue pending a decision sometime in the next three to four weeks.
If the census is simply postponed, that will create a certain number of difficulties for those who analyze that country and more importantly for those who are responsible for developing social policies in that country. But if it is cut back, the costs could be higher for both because they will have to work with inaccurate or incomplete information.
Rosstat head Vladimir Sokolin told journalists yesterday that he had met with Finance Minister Aleksey Kudrin to discuss whether there will sufficient money in the budget to pay for the upcoming census, now slated to cost 11 billion ...

Survey: People Doubt Medvedev Is the Boss

As Dmitry Medvedev ends his first year in the Kremlin, many Russians are doubtful about how much political clout he wields as president, according to a survey released Wednesday.

Just 15 percent of the population believes that Medvedev holds the real power, while 27 percent say Prime Minister Vladimir Putin is pulling the strings, according to the survey conducted by Canadian polling firm GlobeScan for the BBC's Russian service.

The most common opinion, however, is that power is shared equally between the two, a view held by 41 percent of respondents.

The poll also found that most Russians expect that Putin will return to the Kremlin: 57 percent said they expect him to be the next president, while just 24 percent disagreed, GlobeScan said in a statement.

Nearly two months have passed since a second round of charges was brought against former Yukos CEO Mikhail Khodorkovsky. The proceedings in Moscow's Khamovnichesky District Court allege that Khodorkovsky somehow managed to embezzle not only all of the oil that Yukos extracted during the company's existence but also laundered all of the firm's profits, including everything Yukos paid to employees, invested in the modernization of equipment or searching for new oil deposits and the amounts spent on improving the social infrastructure of cities where Yukos was drilling for oil. Now, everyone understands that the absurd charges against Khodorkovsky are politically motivated. 

Meanwhile, a completely different "Yukos affair" is unfolding in the West -- one that could inflict even greater harm to Russia's reputation.

Vienna, April 22 – Today is the 139th birthday of Vladimir Lenin, the founder of the Soviet state whose body remains as it has since his death in the mausoleum on Red Square, an object of veneration by his supporters and an offense of varying degrees to those who see him as the enemy of national tradition, freedom and faith.
This year, as in every year since Gorbachev’s time, there has been the usual discussion on whether Lenin should be removed from the mausoleum and buried as supposedly was not only his wish but that of his family, with a growing number of Russians saying that they are willing to support or at least not oppose such an action if the government takes it.
But one statement this year, by Archpriest Dimitry Smirnov, head of the Moscow Patriarchate’s Department for Relations with the Armed Forces and Security Services, deserves particular attention ...

Russian Unemployment Tops 7 Million

Unemployment in Russia reached new highs in April, growing by 1.8 million people in the first quarter of 2009.  According to Rosstat, the Russian statistical agency, 7.107 million people are now unemployed.  The agency, which prepared its report using the methodology of the International Labour Organization, released the figures on April 20th.  The Economic Development Ministry said 2.34 million people were officially registered as unemployed.

Adjusted for the latest numbers, Russia’s unemployment rate now stands at 9.5 percent.

The increase in unemployment was higher than anticipated.  The prognosis from the Ministry of Health and Social Development expected the number to rise by 2.2 million for the year.  Russia’s lower house, the State Duma, also used this number in writing its anti-crisis budget for 2009.

Many Russians who had not lost their jobs were also feeling the pinch at work.  In an effort to cut costs, companies were slashing workweeks and hours for workers.  A recent survey also found that 32 percent of ...
