Window on Eurasia: Putin’s Regional Amalgamation Scheme Leads to ‘Cultural Genocide,’ Komi Permyaks Say

Vienna, March 16 – Komi-Permyak activists, residents of the first small non-Russian federal subject to be folded into a larger and predominantly ethnic Russian region as part of Vladimir Putin’s amalgamation policy, say that this process, despite the promises Moscow made at the time, is leading to “the cultural genocide” of their small nation. 
And because that result violates Russian laws, the country’s constitution, and Moscow’s commitments under international treaties of various kinds, the activists in the last ten days have stepped up their campaign both within Russia and abroad to reverse the results of 2005 amalgamation of their region into Perm kray -- if not indeed the amalgamation itself.
At the end of last week, an activist of the Komi-Permyak national movement, distributed an appeal to the Russian and Finno-Ugric media describing the terrible conditions the Komis in the new Perm kray now find themselves and promising to mobilize ...

The second Chechen war, which began in early October 1999, was from the outset colored in the green of Islam. It was immediately preceded by the jihad of radical Muslims in the Dagestani mountains in August-September of the same year. Although in the early years of the second Chechen war the secular leadership of the unrecognized Chechen Republic of Ichkeria (ChRI) still continued to function, it quickly began to color its activities in Muslim tones. The "mop-up"* of Europe (interview with Magomed Ocherhadji)

On March 4 a video clip was posted to YouTube in which a man named Ruslan (Aslan) Khalidov tells how he was ordered to assassinate Magomed Ocherhadji, the unofficial leader of Norway’s large Chechen exile community. In the video, Khalidov gives a detailed description of prisons run by various individuals and law enforcement units, and the torture to which prisoners are being subjected.

Khalidov says he is only one of a large band of assassins who now operate throughout Europe and are under the control of Shaa Turlayev, a former bodyguard of President Aslan Maskhadov who is now Ramzan Kadyrov’s closest proxy. The unsuccessful killer claims that the operations aimed at the killing of persons who are out of favour with Kadyrov have been authorized Russia’s Federal Security Service (FSB) and are being overseen by it.

When Chechen refugees leave Russia to settle in foreign countries, they are mainly concerned with the physical safety of their family members. However, over the years, members of the Chechen Diaspora have become increasingly convinced that their status as political refugees has not given them immunity from continuous harassment and persecution by the Russian special services. Nor are Chechens abroad immune from Chechen President Ramzan Kadyrov’s idée fix to forcibly return those members of the diaspora who remain active in supporting Ichkeria’s eventual independence from Russia.

Putin Strikes Out at Steel Company

In a public outburst that sparked concern among investors and analysts, Russian Prime Minister Vladimir Putin on Tuesday lashed out at Evraz Group, one of the world’s largest steel producers.  Speaking at a meeting with students in Moscow, Putin accused the company of maintaining high prices even as raw material costs dropped, the Kommersant newspaper reported on March 4th.  The premier also had some harsh words for Alexander Abramov, the owner of Evraz group.

“At present, costs for everything have fallen,” Putin candidly said at the meeting, “but we don’t see a decrease in prices. After all, salaries could be increased: since expenses are lower in the cost structure.”

Putin then turned to face Abramov, who was seated nearby.

“I know how Alexander Grigoriyev Abramov works with suppliers and customers,” Putin said.
