A decision on the recognition of the independence of Abkhazia and South Ossetia will be made "when everyone is ready for it,” Vital Busko, a member of the House of Representatives’ Committee on International Affairs and Relations within the CIS, told reporters in Minsk on Friday.

"This issue is currently at the stage of consideration,” Mr. Busko noted, describing the issue as difficult. "It was discussed and our parliamentarians visited all those countries, including Georgia,” he said. "And now all materials are being summarized and studied, including at the foreign ministry.”

He noted that no special parliamentary session would be called to debate this issue and a regular spring session would begin on April 2.

"The issue of the customs union [of Belarus, Kazakhstan and Russia] and the issue of the conditions on which ...

Vote rigged in Ukraine – Timoshenko

Publication time: Today at 09:06 Emirate time

Ukraine's presidential election was rigged in some regions and this has been proven legally, a Ukrainian first deputy prime minister said Wednesday.

Opposition leader Viktor Yanukovich narrowly won Ukraine's presidential election with 48.95% of the vote, with his rival Prime Minister Yulia Timoshenko garnering 45.47% of the vote, 3.48 points behind Yanukovich, according to preliminary results announced on Wednesday after election authorities finished counting ballots following Sunday's runoff.

"I have the authority to announce the first legally proven falsifications in the interest of Yanukovich in the Ukrainian presidential election runoff," Oleksandr Turchynov, who also heads Prime Minister Yulia Timoshenko's election headquarters, said in a statement posted on Timoshenko's website.

"In particular, in the 5th electoral district [city of Kerch] we managed to initiate the first recount at the 20th polling station despite resistance from Yanukovich's representatives," he said, adding that data submitted to the Central Election Commission gave Yanukovich 8% more votes that he actually received.

NYT: Dead-End Russia

posted by eagle on as ANALYSIS / OPINION

Published: February 10, 2010

President Dmitri Medvedev has publicly stated that Russia needs to change course if it does not want to end up as a third-world country. Igor Shuvalov, the first deputy prime minister, recently told investors that although Russia had suffered its worse recession in a decade, it would be transformed into a "new country” by 2020 through innovation and investment in "human capital.” He said the investment climate would be significantly improved within a year through a reduction of red tape and a clean-up of the court system.

The problem is that we’ve heard this before. When Vladimir Putin moved into the Kremlin a decade ago he promised to ensure the rule of law and to tackle corruption. But under his watch there has been no progress toward an independent judiciary, and the corrupt bureaucracy has been allowed to expand.

It was under Mr. Putin that assets were taken from Yukos, Shell and BP. It was under Mr. Putin that a growing ...

Window on Eurasia: Situation in Oil and Gas Region Threatens to Go ‘Out of Control’ in Response to Medvedev Appointment

Paul Goble

Key West, February 10 – The social-political situation in the Khanty-Mansiisk Autonomous District, whose oil and gas supplies make it "the most important region” in Russia, now "threatens to go out of control of the powers that be” as a result of President Dmitry Medvedev’s decision to replace the current governor, according to a regional news agency.
URA.ru reports today that Medvedev’s decision to have Natalya Komarova, a Duma deputy from Yamal, replace Aleksandr Filipenko as governor not only has led to public demonstrations but also prompted the editor of the largest Yugra newspaper to publish an open letter of protest (www.ura.ru/content/khanti/10-02-2010/articles/1036254728.html).
That local officials and many in the population were unhappy with Medvedev’s action three days ago was already in evidence before today. Two regional television networks did not report the Russian president’s choice, a clear act of protest of its own, and ...

Window on Eurasia: Muslim Faithful Outnumber Orthodox Believers in Russian Military District, Army Poll Finds

Paul Goble

Key West, February 10 – Fifty percent of the soldiers in the Volga-Urals Military District who say they are religious believers now identify as Muslims, compared to only 40 percent in that category who say they are Russian Orthodox and another 10 percent who declare they are Catholics or Protestants, according to a poll conducted by that military district.
These figures, gathered by the military itself as it launches a chaplaincy corps, are certain to be controversial. On the one hand, they highlight the impact of demographic change on the composition of the military – an ever-increasing fraction of the country’s 18 year olds is drawn from historically Muslim nationalities.
And on the other, they call into question the self-confident assertions of the Moscow Patriarchate and the Kremlin that ethnic Russians are inherently Orthodox and that they are just as likely if not more likely to have retained or ...
