Dec. 16 will mark the 14th time that parties to the Georgia conflict have gathered in Geneva. These negotiations include representatives from Georgia, Abkhazia, South Ossetia, Russia, the United States and the European Union, together with officials from the Organization for Security and Cooperation in Europe and the United Nations. Up to now, the Geneva meetings have reportedly largely been exercises in grandstanding and bluster, with little concrete progress to speak of. But this time, progress is possible.

We need to start, however, by redefining the realm of the possible. The divisions between the parties on matters of principle are enormous. The United States, the EU and Georgia have a clear understanding of where Georgia’s borders are and a clear conviction that Abkhazia and South Ossetia lie within them. "The Katyn crime was committed on direct order by Stalin and other Soviet leaders." This line, from a formal statement issued by the Russian parliament on Nov. 26, marks an important breakthrough. The execution in 1940 of about 22,000 Poles by the Soviet security police may be a well-recorded and broadly known historical fact, but it is the first time the Duma officially recognized that Stalin and his government were guilty of the massacre. And Russian President Dmitry Medvedev has now chimed in as well, telling Polish media before a visit to Warsaw this month that "Stalin and his henchmen bear responsibility for this crime."

Sen. John McCain delivered yesterday a lengthy speech in Senate on Khodorkovsky, Lebedev and US-Russian relations, journalist Daniel Halper said in a blog of the website The Weekly Standard. The full text of McCain's speech is also published on the same page.

McCain noted that during this period, the Senate is discussing the START-3, and expressed a desire in the coming days to speak on this important issue and make his own amendments.
 

"But today, I would like to speak about a different though related matter: the continued imprisonment of Mikhail Khordokovsky and his associate Platon Lebedev - and the imminent verdict by a Russian judge to likely extend that imprisonment", McCain said.

Public Chamber to form working group for discussing Manezh Square events

MOSCOW, December 14 (Itar-Tass) -- The Public Chamber will soon form a working group for discussing the Manezh Square events of last weekend, Public Chamber member Anatoly Kucherena told leaders of ethnic youth movements and national communities in Moscow on Tuesday.

"The absence of tolerance and respect for one’s own and everyone else’ s rights is the main problem of our society,” another Public Chamber member Yelena Nikolayeva said. "We must hold a civilized dialog at the Public Chamber or at other floors and find ways of reconciliation and normal development,” she said.

Nikolayeva called for avoiding street actions or yielding to provocations until the conflict was settled. Otherwise, tensions will escalate, she said.

"The Public Chamber will meet on December 16 to discuss the prevention of similar events in the future,” Public Chamber Deputy Secretary Mikhail Ostrovsky said.

He noted that the Public Chamber would control the investigation of the murder of Spartak team fan Yegor Sviridov.

Wikileaks recently released U.S. Embassy cables that contained accusations of Russia being a defacto Mafia State that has ceased to be a democracy and is run by the secret services on behalf of an Oligarchy. Much of which comes as nothing of a surprise to either the Russian people, business men or foreign investors who know that whilst doing business with Russia can prove highly profitable, however investors and business people have to be nimble footed by being prepared to pull their funds out at short notice, which mean investors need to be invested in highly liquid funds that aim to track or better the general Russian stock indices such as the RTS stock market index rather than in illiquid individual stocks.

The Wikileaks US cables had already revealed that Russian President Dmitry Medvedev "plays Robin” to Prime Minister Vladimir Putin’s "Batman”. The embassy documents also called Medvedev "pale and hesitant” in comparison ...
