President Putin's life have abruptly changed. After September 3rd his life looks like irreparable failure, personal tragedy. At his television appearance on September 4, President was pale, nervous, visibly out of balance. Because his tactics were not admittance of very existence of Chechens separatists, he was pretending that they are just small problem of police security.

First huge blow, however, was delivered to President Putin by seizure of theater on Dubrovka in October 2002. Immediately after he gave the order to organize presidential elections on Chechen territory. And Akhmad Kadyrov was elected President. At that time I have had a strong impression that Putin have decided to let Kadyrov's men and Maskhadov's men to settle their problems without Russian Army. I have waited on Army to be withdrawn from Chechnya.

This, I believe, would serve as a useful background to an article published in ‘The New York Times’ “Growth of Islam in Russia Brings Soviet Response,” by Steven Lee Myers on 22 November, 2005 http://www.nytimes.com/2005/11/22/international/europe/22russia.html.
The NYT article is datelined Cherkessk, capital of Karachayevo-Cherkessia (K-C), an Autonomous Republic of Russia (population less than half-a-million, 91% Muslim), north of the Caucasus mountain range. This is part of the south Russian Republics that are predominantly Muslim, and lie between the Caspian Sea to the east and the Black Sea to the west: From east to west (with estimated Muslim population in parentheses): Dagestan, on the Caspian shores, ( 85%), Chechnya (91%), Ingushetia (63%), Kabaradino-Balkariya (78%) and K-C (92%) to the Black sea.

In the beginning of article read a joke: Stalin calls Beria and says: "Lavrenty, somebody stole my smoking pipe". Beria: "hang on a little, we will make things clear and find your pipe". After three hours, Stalin ransacked in his desk and found in it his pipe, after which he called Beria and told: "Listen Lavrenty, in a box of a desk I found my pipe". On what Beria answers to him: "How it was found? We are having already five presons who have confessed!”

I deliberately began this article with a joke about dictator Stalin and his bloody executioner Lavrenty Beria, because there has inflamed now in USA the following scandal connected to president bush's desire to legalize torture towards suspected people in the legislative order. It is good, that there are still thinkers left in United States who understand that to torture - means to achieve confession instead of establishing the truth.

Is the "Chechenization" of Chechnya truly good for Chechnya and for Russia?

In the past eight days, there have been three major votes in former Soviet states. In one – a constitutional referendum in Armenia – the president received 93 percent support. In another – a presidential vote in Kazakhstan – a man who has already been president for 15 years has won the kind of support (91 percent) freely gained only in truly exceptional instances, such as the Georgia's post-revolution presidential elections. In the third – a parliamentary vote – overwhelming support was given to men who, as it happened, generally already had powerful seats in various levels of government. In all three, the official turnout was very healthy. In all cases, observers reported quiet voting.
