The flurry of interviews that Russian Prime Minister Vladimir Putin has given in the past few weeks has been thoroughly combed by experts and journalists in search of clues to the million-dollar mystery in Russian politics: Will Putin run in 2012 -- or will he let his protégé Dmitry Medvedev serve another term? There was no "smoking gun" (Putin is too clever for that), but the prime minister did articulate, openly and proudly, what amounted to a strategic agenda. It was a thoroughly and unmistakably reactionary one -- and a point-by-point rebuttal of virtually every key element of the "modernization thaw" declared by President Medvedev, including the "reset" in U.S.-Russian relations. Medvedev has described the country's economy as "chronically backward," "primitive," dependent on "raw materials" and ignoring "the needs of the people." On October 13, the Chechen rebel website Daymohk.org posted an item following up on the video posted by the site on October 7, in which three top rebel field commanders –Khusein Gakaev, Aslambek Vadalov and Tarkhan Gaziev– said they had renounced their oath of allegiance to Doku Umarov, the Chechen rebel leader and "emir” of the Caucasus Emirate, because he refused to seek the advice of other "emirs” and allegedly dismissed the Majlis al-Shura, the legislative organ of the Caucasus Emirate. They also announced that Gakaev had been elected as "Emir of the Vilayat of Nokhchicho [Chechnya]” (EDM, October 8). In the new posting, Daymohk.org says that following the October 7 posting, "some Caucasus media” had spread "disinformation aimed at discrediting the military-political leadership of Nokhchicho” by reporting that only four rebel field commanders –Gakaev, Vadalov, Gaziev and the Arab field commander Mukhannad– had renounced their oath of allegiance to ... >> full

Russia’s latest attempt to update the forms on the country’s residents got underway on Thursday – and cops are urging caution against criminals using the nationwide side to sneak into people’s homes. "Such incidents happened during the last census, but you can’t say that there were a lot of them, more like sporadic incidents,” said first deputy head of Interior Ministry Mikhail Sukhodolsky. Precautions To prevent any repeat, officers suggest that people take a careful look at census-takers’ documents and dial 02 if they have suspicions. Alternatively the anxious can keep their doors closed to guests and head to a local census station to do their duty. LUZHKOV LASHES OUT AT PRESIDENT ON CNN
By Natalya Krainova The St. Petersburg Times MOSCOW — Former Moscow Mayor Yury Luzhkov lashed out at President Dmitry Medvedev on CNN television, accusing the president of not fulfilling any of his promises and of negligence in connection with terrorist attacks and this summer’s drought. Luzhkov was fired by Medvedev last week for "loss of confidence” after facing accusations of negligence for remaining on vacation while Moscow choked on toxic smog this summer. Finance Minister Alexei Kudrin accused him on Wednesday of being a poor manager. Luzhkov, dressed casually in a black polo shirt with stripes, told CNN that Medvedev had not taken charge as "calamities, terrorist acts and bad harvests” unfolded during his two-year presidency. "When he fires or reshuffles officials, proposes projects on paper, those things are being taken quite skeptically,” Luzhkov said.
