On September 30, the All-Russian Congress of the oppositional coalition "The Other Russia" advanced United Civil Front leader Gary Kasparov as their united nominee for President of Russia. Of 498 votes, he received 379. The congress also advanced 365 candidates for State Deputy in the Russian Duma. The first three on the list were former Chairman of Tsentrobank of Russia, Victor Gerashchenko, Gary Kasparov, and leader of the banned National- Bolshevik Party, Edward Limonov. Others entered on the list were Executive Director of the movement "For Human Rights" Lev Ponomarev, Attorney Yuri Schmidt, writer and journalist Dmitriy Bykov, and director of the Institute of Globalization Issues, Mikhail Delyagin. Unattended by Parliamentary oversight or responsibility to anyone but the president, major security agencies, including the FSB, the FSKN (the Federal Narcotics Control Service), and the Office of the Prosecutor, are fighting amongst themselves for greater powers. The latest scandal is the arrest of four FSKN officials, including Lt. General Alexander Bulbov, by the FSB. On October 1st, the officers were detained, and held on charges of corruption and leaking secrets. The lack of any transparency in the security sector makes it impossible to guess what other personal battles have been waged in recent months. According to the organization, inflation rose eight times higher in September 2007 as the same month last year, at .8% instead of .1%. These figures largely undermine the stable rate of inflation of past years, and mark the first time that the inflation rate has dramatically increased since 1998. Economic analysts predict that the rate will continue crawling upward, and have dismissed previous assessments of the inflation as overly optimistic. The rise was felt sharpest by ordinary consumers, who found rate hikes of up to 30 % on such basic necessities as milk, bread and cheese. Rosstat reported that 89 % of food products became more expensive in September, although costs rose across most other sectors as well.
