October 1, 2007 (RFE/RL) -- The word "nepotism" has been increasingly invoked in connection with the new Russian government -- largely the result of President Vladimir Putin's refusal last month to accept the resignation of new Prime Minister Viktor Zubkov's brother-in-law, Defense Minister Anatoly Serdyukov, and the appointment of Tatyana Golikova, wife of Industry and Energy Resources Minister Viktor Khristenko, as health and social development minister.


Yury Boldyrev, a prominent social commentator and deputy head of Russia's Audit Chamber during the Yeltsin era, discussed the development recently during an interview with RFE/RL's Russia Service.

MOSCOW, October 1, 2007 (RFE/RL) -- Garry Kasparov’s nomination on September 30 as a presidential candidate ends months of speculation over who would represent the motley group of opposition parties known as Other Russia in next year’s election. Members of the unregistered coalition -- which unites liberals, left-wing groups, and nationalists, including the provocative National Bolshevik leader Eduard Limonov -- have little in common except for their disillusionment with politics in Russia today.



Of the 494 delegates who took part in the Other Russia congress, 379 voted for Kasparov as their candidate. Speaking after the vote, Kasparov told the congress he would “seek victory and not turn off this path."

Speaking at a congress of the pro-Kremlin Unified Russia party on October 1, Putin dropped two verbal bombshells: that he would head the party's list of candidates for December's elections to the State Duma, and that he would consider becoming prime minister in the future.

"Heading the government is quite a realistic proposal, but it's too early to think about it because at least two conditions must be met for that," Putin told applauding delegates. "First of all, Unified Russia must win the December 2 parliamentary elections. And secondly, a decent, capable, efficient, modern person should be elected president."

According to the Russian media, Garry Kasparov, the United Civic Front leader, has lodged a complaint to the office of Prosecutor General, asking to investigate the threats of so-called ‘officials’ of Chechen Republic against him.

According to Marina Litvinovich, Kasparov’s advisor, the complaint asks ‘to give legal assessment, to take prosecutor’s reaction measures, and make security provisions’.
Chechnya’s ‘Speaker of Parliament’ Dukvakha Abdurakhmanov had said earlier that Kasparov ‘must be put in jail’ for insulting Ramzan Kadyrov. Otherwise, Kadyrov’s poodle threatened, ‘other measures’ will be taken according to ‘the law of Caucasus’.

Russia: Shrugs, Scorn Greet Putin's 'Prime Minister' Plans

October 3, 2007 (RFE/RL) -- Russian President Putin has announced his intention to head the Unified Russia party's list of candidates for December's elections to the State Duma. In surprise statements made at a congress of the pro-Kremlin ruling party, Putin also said he was not opposed to eventually becoming prime minister. Some policy watchers predict the move will hand Unified Russia more than 70 percent of the vote. Becoming prime minister would also enable Putin to remain in power after his second and last presidential term ends in March 2008. RFE/RL's Russian Service asked some of Russia's top opposition leaders to comment on Putin's latest move.
