An informed person always associates Russia with constant wars with its near and far neighbours at the expense of which it has always been growing, getting richer and even stronger... All this is well demonstrated by the very history of this country. It shows facts of mass violations of rights of millions of people, nations, whole ethnic groups and even Russian and non-Russian residents of the country itself that were taking place during wars conducted in the name of the Russian power-state .There are plenty of materials and researches about these problems. International research centres carried out researches and made objective conclusions based on proven facts and made relevant recommendations which, as a rule, are not complied with by Russian leadership. Ultimately, this serious problem remains unresolved. It is not possible for all this not to influence forms of state system, government structures as well as psychology of Russian nation itself which itself aided to formation of degrading attitude towards non-Russian ethnic groups living inside and outside the empire – the attitude that have already been established as a tradition. The abovementioned have often become a reason for serious anti-government mass rallies, demonstrations and revolutions in the Russian empire. This topic retained its urgency during existence of the Soviet Union and even after its collapse. This problem became especially acute after Vladimir Putin came to power. To give indisputable proofs of this we only need to talk about mass punishment raids carried out in Moscow and other Russian cities against Georgians in recent years...wars conducted in North Caucasus and so-called anti-terrorist special operations that caused deaths of hundreds of persons (among them civilians and children) on a daily basis... Recently the British Foreign Office published a report on human rights situation in 2009 where a separate chapter is dedicated to the Russian Federation. The report mentions that it is clear that situation in Russia with regards to human rights is seriously worrying. It also mentions that attitude of President Dmitry Medvedev and some reforms of the Russian authorities are welcomed but they also believe that situation only slightly improved on the places while in certain spheres it became extremely grave. Diplomats were shocked by sharp rise in number of sadistic murders of human rights activists in Russia recently. The report asserts that it would be desirable to see rise of security guarantees for human rights activists; time of impunity for those who attack them should be finished; all violations against human rights activists should be investigated in short terms, fully and in an unbiased manner. Offenders should be prosecuted according to relevant standards of the international legislation.
The authors of the report paid special attention to the murders of lawyer Stanislav Markelov and Novaya Gazeta newspaper journalist Anastasya Baburva who accompanied him and that took place on January 19th 2009, as well as abduction and murder of Chechen human rights activist Natalya Estemirova. The report also mentions a fact of murder of head of Chechen non-governmental organization "Spasiom Pokolenye" (save the generation) Zarema Sadulayeva who also cooperated with the British embassy. The British Foreign Office expressed its special concern with regards to human rights violations in the North Caucasus, non-compliance with decisions of the European Court, security of journalists, as well as situation of ethnic minorities in Abkhazia and so-called South Ossetia. The authors of the report believe that journalists' work in Russia became even more dangerous. They bring an example of Novoya Gazeta newspaper whose four workers were killed, one of them in 2009. According to the authors of the report situation remains difficult in the North Caucasus where mode of counter-terrorist operations is officially cancelled but from time to time it comes into force in some districts. The Council of Europe Committee for the Prevention of Torture regularly registers crimes that are being done in Chechnya by workers of local law enforcement agencies. The report also believes that security situation is also significantly worsened in Ingushetia and Dagestan. They have numerous data and information on abduction, torture and killings of people. They also say that the situation remains grave with regards to ethnic discrimination, among others with anti-Semitism. In 2009 there were registered 218 violent crimes on xenophobic grounds 75 out of which resulted in death. Despite the fact that this figure is less than the figure in 2008 (256 and 113 respectively) but reasons for this kind of crimes remain unknown. And, in the end the British Foreign Office reminds everybody that there are so many cases in the European Court of Human Rights that it is physically impossible to deal with all of them. It also should be noted that 28% of these cases are Russian. Position of western countries with regards to human rights protection in the Russian Federation and difficult situation in social sphere in general made President Medvedev to think and he started to search for a way-out in carrying out strong reforms in law enforcement bodies. This in return resulted in retirement before the time of tens of thousands of military personnel and policemen (including high-rank officials). Such unpopular step of the authorities was quite unexpected for law enforcers who were indulged by Vladimir Putin. Workers of the law enforcement agencies that were fired under pretense of "reorganization and optimization of personnel" most of who have not other profession significantly increased the ranks of unemployed in the conditions of the crisis. And at that if we take into account that high-rank officials of the Russian authorities are drowning in corruption and enormous amount of Afghan drugs are entering the country systematically and general indicator of criminogenic background is high and which is confirmed with materials published by international research centres it is interesting for us to know how capable the Russian authorities are to resolve these issues with its already budget deficit. All the more that it is burdened with increasing financial requirements of the Abkhazian and Tskhinvali puppet régimes.
