The Chechen Catalyst
Speaking about chronic infringement of human rights in Russia and adducing a huge quantity of concrete examples, we somehow miss one, breaking rights of everybody at once: the whole population of the country from the youth up to elders. It is a list of questions concerning the Chechen war. Because everything, happening in the territory of the republic and out of it, anyhow related to the Chechen Republic , independently on the one, by whom it is authorized in each separate case, is done on behalf of all people. In the notorious interview, which was taken recently by Babitsky from Basayev, the Chechen field commander directly accused all Russian people of, let involuntary, but doubtless, though indirect support of the military campaign against his republic by means of support of the policy of their own authority in the problem of the Chechen Republic .
Such a collision has already taken place in history, when the Soviet propagation in the same way accused all Germans, declaring them to be involuntary helpers to the enemy during the Second World War. Today the history returns the same problem, but already concerning the whole population of our country. We shall not consider here the Islamic religious aspect of national hostility in relation to Russians. However, it is impossible to leave from the legality.
Tens millions of legislative citizens of Russia, not having sufficient information, to be exact, having become victims of a grandiose political deceit, turned out to be in the position of hostages in the most physical sense. There is no necessity to prove, that today potentially each Russian, irrespective of his outlook and political orientation, is an object of revenge for what was done in the Chechen Republic at will of the higher authority of his country. Since unleashing of the First Chechen campaign, when the decision about it was made by Yeltsin at participation of the Defense Minister of that time Grachev , marvelously cynical violation of the rights of the whole Russian society, which resulted to a splash of the phenomenon, unprecedented hitherto in the country – terrorism, proceeds till now. Thus, damage, not only legal, but also real physical one, is rendered to the Russian society.
The supreme bodies of the Russian authority and concrete representatives of the top management of the country, not having any political will, or not wishing that, continue to aggravate the situation. As it is seen, the attempts of the organization of a puppet self-management in the territory of the republic do not result to anything kind. Use of political blackmail in the international scales with the purpose to receive carte blanche for destruction of the republic too. Also muffled fables about any extremely strange (sudden!) invasion to Russia of "international terrorism” cease "to work".
The propaganda measures, called to justify old mistakes and nonsense, promote new and new problems. For the reason of that all political mechanisms are interconnected, and any accident is inevitably reflected at the level of internal policy and in foreign policy processes, it is easy to guess, that prompt falling of the status of Russia on the international scene has the same shameful Chechen campaign as one of the reasons. And it, in its turn, brings new damage, which first of all the Russian society as a whole has to tolerate.
There almost are not doubts, that the stated aspect of total infringement of the rights of the Russian society will become a subject of examination of the international community. The same there are no doubts, that the Russian authority, at least its present representation, will be compelled to take next measures to secure itself in aspiration to self-preservation.
Informational and also possibly political isolation of civilians within the limits of the territory of the country seems to be the first one among such measures, undoubtedly power ones. Therefore, today, as never before the conscious civil activity in upholding of our right for returning to us of the peace status by the authority, which we have entrusted to it, is necessary. It is desirable for everyone to become a conscious legal expert. As, actually, the matter of legal assistance assumes.
