Easy to persuade
It seems the security service of “president” Akhmad Kadyrov has finally got down to its direct duties. Frankly speaking, they will not guard Kadyrov himself, his monument only, which is to appear in August – when the statute by Zurab Tsereteli will be delivered to Grozny. Nonetheless, “the security service” has started working: they are guarding “the memorial complex” which is being rapidly built. In fact, such safety measures have caused large traffic jams in almost totally ruined Grozny. You have to produce a special permit (issued after special examinations) to get to the construction site.
However, regardless of all these “special measures,” there is a strict control at the entrance gate. And even after all the necessary precautions the guards are on the alert inside it. So far, no incidents have been reported, but “the security service” awaits the end of the construction with horror, because, according to the authors, the complex of 4 hectares is to become “a favorite recreation place of town-people.”
Unlike builders, they can hardly be subjected to an examination. And searching them at the entrance – is a strange idea: what kind of fun can people have after an examination with sniff dogs? Besides, one can hardly relax under surveillance of armed guards. Do you think many people will want to have a stroll in such zone? That’s it… And the memorial complex is likely to turn into a favorite recreation place for the guard of this complex, who can hardly have fun there – they are on duty…
In a recent interview Ramzan Kadyrov said he had to agree on a monument of his father. And who is the superhero? Putin? No way. Kadyrov was persuaded by a common will of “the State Council,” “president” Alkhanov and, of course, town-people bombarding authorities of all levels with their requests about a monument of Akhmad-haji. By the way, it was easy to persuade them.
The question who would pay for such expression of people’s will was never raised. Something was taken from the budget, in a gust of managed patriotism Chechen businessmen were forced to support the idea, but when it became clear the amount was insufficient civil servants “voluntarily” contributed their expected bonuses to the project. Their will was common: to contribute the money! As a result, about 60 million rubles was raised.
Even though Zurab Tsereteli makes the statute for free (otherwise some his works are hard to be installed), the builders believe some extra 30 million will be needed. That means new campaigns to make the population support the project are likely to be launched. Taking into account the fact that the complex must be guarded by a great number of “security service members,” money will always be needed. Big money. Otherwise, “the memorial” will periodically need reconstruction for the same reasons why a heavy guard is necessary.
And people’s love does not matter here, although its manifestations can hardly be organized: twice a year “members of the State Council” together with “Chechen president” will bring flowers to the monument, Chechen businessmen will periodically persuade another Ksenia Sobchak to visit the memorial, and civil servants can be made rejoice there with their families…
May be there is no need to invent anything because the major goal has been achieved – the security service is in business again. If anything unpleasant happens to the monument – it can always be reconstructed. We wonder how many copies Tsereteli prepared? Clearly enough – copies will be needed…
