Now the army is allowed to combat with the terrorists.
Generally speaking, it seems everything is all right – no one runs in the streets, as it was Kyrghyzia and Ukraine not long ago; however, the authorities are in a hurry, as if they less time to enact the laws justifying their activities.
For example, last week the Council of Federation introduced alterations in the law “On Defence” allowing the army to take part in counterterrorist operations.
It would have been strange if they had inserted amendments into the law “On Defence” allowing the army to take part, for example in surgical operations. The profession of the soldiers is to kill people, while the surgeons save them.
The same can be said about the antiterrorist units. They have the same profession as the surgeons. They save people.
If you force the army to be engaged in antiterrorist activity, you will have to scrub away the results of the work from the walls, as it was in Beslan, where the army “humble-bees” were firing at the hostages from the army helicopters.
It means that we have legally acknowledged the following: not to save the hostages during a terrorist act. The main thing is destruction of the terrorists. Why aren't there terrorist acts in China ? Because the Chinese do not care a bit about it. Because the life of hostages is considered only in democratic societies.
At the same time, the word “terrorist” is interpreted broadly. Foe example, a bus full of the victims of militia raid in Blagoveshensk is on its way to the press conference in Moscow is topped. And the question “why” is followed by a strange answer: “There was a signal that terrorists are coming”. Therefore, it is not clear who the terrorists are.
On 24 June 2004 – the same day when the gunmen carried out a repetition of the seizure of Nalchik , - the army had very strange and interesting tactical exercises in the Far East . The legend of the drill: some terrorists have settled on a hill and are demanding separation of the hill from Russia . And the army delivers massive strokes from the “Grads” (Russian for “hailing”) and helicopters. But one can laugh at the Minister of Defence Ivanov – what's the use of a deserted hill? They will seize “Nord-Ost”, a school, or a jet.
But on the other hand, the army was being trained in killing the people living in the definite territory and all of them recognized as terrorists.
Of course, I understand that antiterrorist units in the Caucasus is lacking the forces, as the number of terrorists and Wahhabits is increasing. And it is not excluded that one fine day it will be necessary to resort to the service of the army to combat with them. But there is one problem: such a situation cannot be called a terrorist act. It is called a revolt of the nation against the rotten regime
