On April 19, the United National Movement is set to stage a rally in the central part of Tbilisi (http://www.messenger.com.ge/issues/2833_april_4_2013/2833_edit.html). City officials have issued permission to hold the rally by the former parliament building on Rustaveli Boulevard. This spot around the building, which was built by German prisoners of war in the wake of WWII in the capital of Georgia, witnessed the inception of all vital events in Georgia’s recent history. In November 1988, a rally was held in front of the stairs of the parliament building in demand of the country’s independence (http://sobchak.org/rus/books/Izlom/6.html). On the same spot, Soviet troops dispersed a peaceful demonstration with wanton cruelty on April 9, 1989, killing. 21 people, most of them women. Window on Eurasia: Crime in Russia Isn’t Where Russians Think It Is

            Staunton, April 8 – The largest number of crimes per capita in the Russian Federation are in the Trans-Baikal region rather than in the North Caucasus republics or in Moscow, as many Russians believe. And the safest places at least with regard to ordinary crimes registered by the authorities include many of those same republics.

            That is just one of the conclusions that new data collected by the Russian Procuracy General and posted online at a new site, crimestat.ru. But both details on these general patterns and on a wide variety of other issues are possible, according to an article in Lenta.ru on Saturday (lenta.ru/articles/2013/04/06/crime/).

            Officials at the procuracy have been working on the site for two years and claim that their agency has less interest in falsifying crime data than do others in the pursuit of bureaucratic goals.  As a result, they suggest, figures offered on this site are significantly more accurate and ...

            Staunton, April 8 – Nearly one in every three Russians– some 24.5 million people—lives  in a company town facing serious economic and demographic decline, with 68 of these 799 places rated as being high risk of complete depopulation unless a new five-year government program can reverse that trend, something that most Moscow specialists judge unlikely.

            In an article on the "Svobodnaya pressa” portal yesterday, Vitaly Slovetsky says that Moscow has divided these company towns, known in Russian as "monogorody” into three categories: red for the most endangers, yellow, and green.  Sixty-eight of them fall into the highest risk group (svpressa.ru/society/article/66459/).

            He cites the findings of the Moscow Center for Problem Analysis and State-Administration Projections (rusrand.ru/mission/result/result_806.html) that unemployment in many of these places is about 30 percent, four times the level of the country as a whole, a reflection of the general "economic degradation of contemporary Russia.”

Window on Eurasia: Moscow Must Prepare for Syria-Type War in the North Caucasus, Former MVD Officer Says

            Staunton, April 3 – Moscow has finally recognized that "the seizure of power in Syria by radical Islamic groups inevitably will lead to the growth of tensions in the North Caucasus” and the exacerbation of conflicts there because of the number of North Caucasians who are fighting with the Syrian opposition, according to a former Russian interior ministry officer.

            Evidence gathered by the Izborsky Club during its visit to Damascus last month shows, Oleg Ivannikov, now a leader of the Russian Public Foundation for the Support of Law and Order, that North Caucasians now in Syria, in the event of victory there, will make their homeland their next "target” (ostkraft.ru/ru/articles/480).

Window on Eurasia: Yevkurov Creates Systems to Help Ingush Adapt to Russian Army and Russian Cities

            Staunton, April 3 – Ingushetia President Yunus-Bek Yevkurov is quietly setting up committees of soldiers’ fathers to help Ingush draftees cope with the rigors of the Russian military and a network of republic representations to smooth relations between Ingushetianss working in Russian cities and regions.

            In a 4500-word interview posted online yesterday and more likely to attract attention for his remarks about possible links between his officials and militant groups, Yevkurov elaborates about these two new sets of arrangements that, if successful, are likely to be copied by other North Caucaus leaders (scienceport.ru/news/Intervyu-prezidenta-respubliki-Ingushetiya-YUnus-Beka-Evkurova-korrespondentu-portala-Nauka-i-obrazovanie-protiv-terrora-7764.html).

            Like his counterparts, the Ingushetia president has been pushing hard for the Russian army to re-open its ranks to more men from his republic despite opposition of Russian commanders because of the reputation that North Caucasians currently have for causing problems there.
