At the last session of the State Soviet-Khasa of Adygeya Republic within the limits of the governmental hour deputy Rashid Mugu noted that if they do not allocate means for roads’ repairing there will be a transport catastrophe. Once the republic was one of the best federal subjects in relation to the road branch, but now it has lost positions. Every year it is necessary to repair 236 km of the roads, and this year only 50 km are planned to repair.
Rashid Mugu mentioned the problem of rational use of money spent in the republic for roads. "In mass media, he told, it was stated that for the first time we had spent 1 billion rubles for roads. It seemed that the sum was rather impressive. But the matter is that from that money for the roads of the republican value, which extent makes about 15000 kilometers, was spent just 200 million rubles. And other 800 million rubles were spent for slices of the roads”.
As an example he mentioned the road Ulyap-Tenghinskaya, on which they had spent 500 million rubles. Perhaps, it is also necessary, but at present is not so actual in comparison to the road Enem-Adygheisk-Bzhedukhabl, as well as roads in settlements, in the town of Maykop.
The same thing, in his opinion, could be said about the traffic intersection around Maykop. It would be necessary, if a road to the sea was under construction if transport going from central Russia to Tuapse or Dagomys, created fuses. But there is not such at present, and it was not obligatory to spend 600 million rubles for that road. On that roundabout road there are cars twenty times lesser, than to Gaverdovsky farm, let alone federal roads, on which there is an even greater traffic.
The same situation, the deputy told, in relation to the site in 3,6 km of the road Dahovskaya-Lago-Naki for which it will be spent 733 million rubles. The part of this road is federal, and it is planned for its reconstruction allocation of means only from the republican budget.
In aul Tlustenkhabl there is no even bus stop, the deputy explained. It turns out that there a bus has no right to stop. Kazazovo is rather a big settlement, there is also a military unit of 300 staff. But besides there is no bus stop there, too. After several addresses to "UprdorKuban” (Krasnodar region) they got answers: let, as they say, passengers all over again go to Adygheisk, and therefrom – to Kazazovo.
In the town of Adygheisk from the line an overpass is not made; the outcome only to Maykop is available. And all the transport from Adygheisk is compelled to turn off to Maykop and to drive to the town by the streets "made hastily, somehow" by the municipal formation from its modest budget. But instead of that three foot bridges over the line on which no person goes, were constructed.
"Ministry of Finance will never find means for roads because it has a lot of problems: salaries, hospitals, schools, etc. We liquidated the transport tax, and Krasnodar region made it the other way. It had made changes to the law about the road fund, i.e. had led it through the budget and wrote down that the transport tax and the taxes to excises must be spent only on the roads’, in conclusion of his speech Rashid Mugu told.
