Teachers of Adygeya achieved restoration of indemnification

In Adygeya the republican law “About reimbursement, measures of social support of pedagogical workers” has come into force. It was signed by the head of the republic on July, 3rd this year, and considered by the deputies of the State Soviet-Khasa on May, 27th. But that was preceded with some legislative and public activities.
In the beginning of this year 42 pedagogical workers of Ghiaghinskaya settlement had addressed to the deputies of the State Soviet-Khasa of Adygeya Evgenie Salov, Valentine Melnikov, Anatoly Osokin, Grigory Senin and Tatyana Borchakovskaya with a letter in occasion of inactivity in relation to Federal law # 55 “About education”. It was a question of granting the pedagogical workers with “free-of-charge habitation and municipal services in full and without restrictions”.
Requirements of the teachers were fair, and the deputies of the fraction of the Communist Party of Russian Federation in the State Soviet-Khasa started working. And the technical part was prepared by the branch of the Union of young lawyers of Russia in Adygeya.
As obstacle to execution of the law was the local law “About granting indemnification on payment of habitation and municipal services for separate categories of citizens in Adygeya Republic” which limited indemnification, unreasonably having included in the list of pedagogical workers.
The Office of Public Prosecutor of Adygeya which challenged that position had paid attention to it. “We were glad, - the teachers Ghiaghinskaya settlement wrote, - when on March, 19th, 2007 the Supreme court of Adygeya made the decision to recognize contradicting the federal legislation subitem 1 of item 1 of clause 1 of the Law of Adygeya Republic “About granting indemnification on payment of habitation and municipal services to separate categories of citizens in Adygeya Republic”.
In execution of the decision of the court on November, 6th of the same year the State Soviet-Khasa adopted the Law “About recognition become invalid subitem 1 of item 1 of clause 1 of the Law of Adygeya Republic “About granting indemnification on payment of habitation and municipal services to separate categories of citizens in Adygeya Republic”. However, it appeared that it was not enough - the law did not give the mechanism of realization of the federal Law 55 “About education”.
The basic work on elimination of discrepancy laid down on the shoulders of the deputies Evgenie Salov and Valentine Melnikov. The committee which is headed by the representative of the Communist Party of Russian Federation in the Adygeya parliament, prosecutes the other subjects, therefore the deputies initiated preparation of the bill, supervised its course of passing.
But it was important that that law as the previous one, would not appear invalid, too. In fact it was a question not only about the teachers of Ghiaghinskaya settlement - about all the rural pedagogical workers of the republic. And that is a considerable amount of citizens, so, and it needs indemnification of the budget.
With that purpose the deputies met with the Adygeya president Aslan Tkhakushinov and also invited to it Minister of Finance Dovletbiy Dolev. The meeting went in the constructive form, the deputies told after it.
